LAKE ELMO CITY COUNCIL MINUTES JUNE 16, 2009 3 <br />Speed Indicator Sign on CR13 (Ideal Avenue) – Status Report <br /> <br />Craig Dawson, Interim City Administrator, reported a resident representing the Tri-Lakes <br />Association asked whether a speed indicator sign could be placed on Ideal Avenue where <br />the speed limit drops from 50 to 40 miles per hour (just north of Hidden Bay Trail N). <br />Council requested staff report about what could be done at the June 16 Council meeting. <br /> <br />Washington County staff plans on installing a battery-powered temporary feedback sign <br />that would be placed on an existing pole over the next six months or so and determine <br />whether a permanent indicator sign is appropriate. If a permanent driver feedback sign is <br />the right alternative, Washington County would install the sign in 2010 or 2011, <br />depending on available funding. <br /> <br />The consensus of the Council on the proposed plan was very positive. <br /> <br />Sign Ordinance, Ordinance No. 08-015, Resolution No. 2009-025 – POSTPONED until <br />July 21, 2009 <br /> <br />MPCA Watermain Extension Project for Municipal water to the Olson Property – <br />Proposal to oversize to 12-inch trunk watermain pipe <br /> <br />Ryan Stempski, Assistant City Engineer, reported the City Council was being asked to <br />authorize the expenditure of approximately $10,000 to increase the watermain pipe size <br />for the MPCA watermain extension project that is providing municipal water service to <br />the Olson property located along Trunk Highway 5 (9524 Stillwater Boulevard) in <br />response to high levels of PFBA contaminant found in the private well. The City would <br />be responsible to own and maintain the watermain. The cost would be paid from the City <br />Water Fund. The Joint Powers Agreement in which the City would commit to this <br />expenditure will be on a future Council meeting agenda. <br /> <br />MOTION: Council Member Smith moved to approve the oversizing of the MPCA <br />watermain extension project to a 12-inch truck watermain pipe at an approximate project <br />cost of $10,000 (project bid cost of $8,846), to be funded through the City Water Fund. <br />Council Member Emmons seconded the motion. The motion passed 4-0. <br /> <br />Resolution No. 2009-029 authorizing publication of Storm Water Management and <br />Erosion and Sediment Control Ordinance No 08-016 <br /> <br />Jack Griffin, City Engineer, reported the City Council is being asked to approve a <br />resolution authorizing the publication of the updated Storm Water Management and <br />Erosion and Sediment Control Ordinance. The adoption of the updated Storm Water <br />Management and Erosion and Sediment Control Ordinance fulfills a requirement of the <br />City’s MS4 permit through the MPCA and fulfills a requirement of the City’s Storm <br />Water Management Plan. <br />
