The variance has <br />been requested to allow an expansion and improvement of the primary structure on this <br />site that would otherwise be limited to the existing footprint of the building. <br /> <br />Staff determined all criteria were met as strict adherence to the code and that the request <br />was deemed reasonable as the addition would have no impact on adjacent properties. <br />The Planning Commission recommended approval of the request by a vote of eight to <br />one. <br /> <br />As a condition of approval for property in the shoreland district, the following wording <br />was suggested and will be reviewed by City Attorney Snyder “The property will be <br />verified as compliant with the DNR shoreland buffer regulations in effect at the time of <br />approval, by the Washington Conservation District.” <br /> <br />MOTION: Council Member Smith moved to approve Resolution No. 2009-040, A <br />Resolution approving for Greg and Kathleen Lohmer, 8199 Hill Trail N., to allow the <br />construction of a 147 sq.ft. addition and related breezeway structure to the house at 8199 <br />Hill Trail N. that would add 112 sq.ft. of additional impervious surface coverage to a lot <br />that already exceeds the maximum of 25% coverage allowed under the R-1 Zoning <br />District, with the inclusion of two conditions: <br /> <br />1. Require proper redirection of water away from any neighbors <br />2. Make sure that additional impervious surfaces are not added after the project is <br />complete. <br />Council Member Park seconded the motion. The motion passed 5-0. <br /> <br />Public Hearing – Tablyn Park Improvement <br /> <br />Tom Bouthilet, Finance Director, reported the City Council adopted Resolution 2009- <br />039, authorizing the issuance and award of sale for the payment of $575,000 General <br />Obligation Improvement Bonds, Series 2009B, at its October 6, 2009 meeting. The <br />resolution was contingent of the completion of the 429 proceeding which is the inclusion <br />of the Tablyn Park portion of the project. The 429 Public Hearing for the 2009 street <br />improvements was conducted by the Council on April 7, 2009. It was determined that <br />the City would benefit by including the Tablyn Park improvements with the 2009 Street <br />Improvements. <br /> <br />Staff recommended inclusion of the Tablyn Park Entrance to the Bond issue due to <br />favorable interest rates. <br /> <br />Mayor Johnston opened the public hearing at 7:11 p.m. <br /> <br />Dave Moore, 8680 Stillwater Blvd. N., stated the improvement to the parking lot and <br />entrance looks very nice. <br /> <br />Mayor Johnston closed the public hearing at 7:12 p.m.
