LAKE ELMO CITY COUNCIL MINUTES OCTOBER 20, 2009 3 <br /> <br />MOTION: Council Member Emmons moved to approve Resolution No. 2009-041, A <br />Resolution Consolidating and Ordering Improvements. Council Member Smith <br />seconded the motion. The motion passed 5-0. <br /> <br />Authorization to proceed on the Feasibility Report for the 2010 Street and Water Quality <br />Improvements <br /> <br />Bruce Messelt, City Administrator, reported the City Council is being asked to proceed <br />with the first step to implement the 2010 Street Improvements, which is to authorize the <br />prepartion of a Feasibility Report. <br /> <br />The 2009-2013 Street Capital Improvements Program (CIP) was adopted by the City <br />Council on February 17, 2009. The approved street CIP also indentifies the improvement <br />of 28th Street from a gravel roadway to a paved bituminous roadway. Staff recommends <br />removing the proposed 28th Street Imp from the 2010 Street program until staff and <br />Council can determine the appropriate improvement process and assessment <br />methodology for residential local gravel roadways. This investigation will also aid in <br />preparation of scheduled improvements to the gravel portion of 50th Street. <br /> <br />The 2010 Street Improvements include the following street segments: <br /> <br />57th Street N. from 55th Street to Julep Way <br />53rd Street N. from east side of Foxfire Addition to Keats Avenue N. <br />Isle Avenue North from Jamaca Avenue N. to South End <br />Jane Road North from Jamaca Avenue N. to West End <br /> <br />Preparation of the Feasibility Report will cost $13,500 and there are sufficient funds <br />within the City’s CIP to undertake this project. <br /> <br />In 2009, the Council indicated a desire to revisit the City’s current assessment policy and <br />practices. It is anticipated that this item will be scheduled for the November 10th <br />workshop as part of preparing for implementation of the 2010 Street Capital <br />Improvement Program. <br /> <br />MOTION: Council Member Smith moved to authorize TKDA to prepare the feasibility <br />report for the 2010 Street and Water Quality Improvements in the amount of $13,500. <br />Council Member Park seconded the motion. The motion passed 5-0. <br /> <br />General Fund Revenues/Expenditures through 3rd Quarter 2009 (Unaudited) <br /> <br />Bruce Messelt, City Administrator, reported this item was for information purposes only. <br />The report details year-to-date City of Lake Elmo General Fund revenues and <br />expenditures through September 30, 2009. Staff will provide Council quarterly financial <br />reports. <br />
