<br /> <br />REGULAR AGENDA: <br /> <br />Organizational Meeting: <br /> <br />Election of Acting Mayor: <br /> <br />MOTION: Council Member Smith moved to approve Council Member Johnson as Acting <br />Mayor for 2008. Council Member Park seconded the motion. Mayor Johnston, Council <br />Members Johnson, Smith, Park voted in favor of the motion. Council Member DeLapp <br />voted against the motion. <br /> <br />Designation of legal newspaper: <br /> <br />City Clerk Sharon Lumby explained that five newspapers applied for being the legal <br />newspaper named. She explained that in addition to a weekly paper, like the Lake Elmo <br />Leader which provides good Lake Elmo coverage, a back up paper in the St. Paul Pioneer <br />Press would allow for more efficient publications. Attorney Filla clarified what the <br />statutes governing the legal newspapers of record. <br /> <br />Andrew Wallmeyer, 5545 Keats Avenue and a reporter for the Stillwater Gazette, <br />explained his understanding of a legal newspaper. <br /> <br />Council Member DeLapp explained that he would support the Oakdale Lake Elmo <br />Review because it is the least expensive publication option and has the largest circulation. <br /> <br />MOTION: Council Member Johnson moved to designate the Lake Elmo Leader as the <br />official newspaper and to designate the St.Paul Pioneer Press as a back up official <br />newspaper on an as needed basis. Council Member Park seconded the motion. Mayor <br />Johnston and Council Members Johnson, Smith and Park voted in favor of the motion. <br />Council Member DeLapp voted against the motion. <br /> <br />Designation of official depositories for 2008: <br /> <br />MOTION: Council Member Johnson moved to designate the Lake Elmo Bank, Wachovia <br />Securities, Smith Barney Citigroup and Northland Securities for the 2008 Depositories. <br />Council Member DeLapp seconded the motion. The motion passed unanimously <br /> <br />Appointment of City Engineer and City Attorney: <br /> <br />Council Member Smith stated that she would abstain from the action because the attorney <br />and engineer appointments were in the same motion. <br /> <br />Council Member DeLapp stated that he would abstain from the action because of the <br />process. <br />LAKE ELMO CITY COUNCIL MINUTES January 8, 2008 3
