<br />LAKE ELMO COUNCIL MINUTES JULY 15, 2008 3 <br />REGULAR AGENDA: <br /> <br />Receive a project report detailing the proposed rights and restrictions for the Sunfish <br />Lake Park Land Trust Easement <br /> <br />Carol Kriegler, Project Assistant, presented a project report related to placing Sunfish <br />Lake Park, a 315 acre park that is used for hiking and skiing, in a conservation easement <br />with the Minnesota Land Trust and to endorse the concept presented in the report. The <br />intent of this project report was to identify the proposed land use restriction that will be <br />included in the conservation easement. <br /> <br />Judith Blackford, Parks Commission member and Lake Elmo resident, summarized the <br />report and recommendation by the parks commission for the City Council to consider that <br />identified future uses for the park. <br /> <br />City Council members Smith and Johnson noted that an ice skating rink with a warming <br />house was recommended as a future use of Area Two, but this item was not included in <br />the list of proposed rights and restrictions for a conservation easement to the Minnesota <br />Land Trust. <br /> <br />MOTION: Council Member DeLapp moved approval of the project report prepared by <br />the Parks Commission outlining the proposed rights and restrictions in Sunfish Lake <br />Park and authorize the City to coordinate with the Minnesota Land Trust to prepare the <br />conservation easement document for approval by the City Council and the Board of <br />Directors of the Minnesota Land Trust by October 31, 2008. Council Member Park <br />seconded the motion. The motion passed unanimously. <br /> <br />Receive and accept the 2007 Annual Financial Report <br /> <br />Steve McDonald, city auditor, reviewed the highlights of the 2007 Annual Financial <br />Report for the City Council and answered questions. Joe Rigdon, Finance Manager, <br />KDV and city hired financial expert, organized, reconciled and reworked its 2007 <br />accounts at the recommendation of the city auditor as a result of the findings for the 2006 <br />audit. <br /> <br />Anne Bucheck, 2301 Legion Avenue, Lake Elmo, asked about how the $1,000,000 loan <br />for the Village project would be repaid so that taxpayers, who did not benefit from the <br />project, were not covering these costs. Administrator Hoyt explained that a repayment <br />plan for the loan will be developed as part of the budgeting process and that the City <br />Council has always planned to recoup costs for the infrastructure and environmental <br />studies from developers and users. <br /> <br />MOTION: Council member Smith moved to accept the 2007 Annual Financial Report as <br />presented. Council Member Johnson seconded the motion. The motion passed <br />unanimously. <br />
