LAKE ELMO CITY COUNCIL MINUTES DECEMBER 1, 2008 2 <br />Approve 2009 Liquor Licenses <br /> <br />The liquor license for the Lake Elmo Inn extends to the outdoor patio located at the <br />northeast corner of 3442 Lake Elmo Avenue and the outdoor patio on the south side of <br />the Lake Elmo Inn Event Center. Lake Elmo Inn has a catering license independent of <br />the on-site liquor license. <br /> <br />MOTION: Council Member DeLapp moved to approve the 2009 liquor license renewals <br />conditioned on approval by the Washington County Sheriff’s Department. Council <br />Member Park seconded the motion. The motion passed unanimously. <br /> <br />Approve letter of agreement with KDV for financial support services in 2009 <br /> <br />Finance Director Tom Bouthilet explained the city utilized Joe Rigdon of KDV on the <br />recommendation of the city auditor, Steve MacDonald, to reconcile the city’s records to <br />be consistent with best practices for government accounting. The work in 2009 would <br />include a utility rate study of the three utilities. <br /> <br />Council Member DeLapp stated in past years the financial consulting services were <br />approximately $20, 000. He thought the staff estimate of $135 per hour for consulting <br />services for 2009 excessive. <br /> <br />MOTION: Council Member Johnson moved to approve the letter of agreement with KDV <br />for financial support services in 2009. Council Member Park seconded the motion. <br />Mayor Johnston and Council Members Johnson, Park and Smith voted in favor of the <br />motion and Council Member DeLapp voted against. <br /> <br />The Council adjourned the city council meeting at 7:22 p.m. <br /> <br />TRUTH IN TAXATION PUBLIC HEARING ON THE PROPOSED 2009 BUDGET <br /> <br />Mayor Johnston opened the public hearing at 7:23 p.m. <br /> <br />Joe Rigdon, KDV finance support consultant, presented an overview of the proposed <br />2009 budget and answered questions from the City Council. <br /> <br />Council Member DeLapp asked if the city could get a cost per capita for the tax levy. <br /> <br />Mayor Johnston closed the public hearing at 7:46 p.m. <br /> <br />The Council will adopt the proposed 2009 budget at the December 9th City Council <br />meeting. <br /> <br />The Council reconvened the city council meeting at 7:47 p.m. <br />
