3.04 "Community Programming' shall mean the programming that will be the <br />responsibility of the Commission or its designee, pursuant to the Franchise Agreement. <br />3.05 "Community Programming Channels" shall mean all of the Channels on the <br />System designated for Community Programming in the Franchise Agreement. <br />3.06 "Comoanv" shall mean Group W Cable of Ramsey/Washington, Inc., its agents, <br />employees, lawful predecessors, successors, transferees or assignees. <br />3.07 "Converter" shall mean an electronic device which converts signals to a <br />frequency not susceptible to interference within the television receiver of a subscriber, and <br />by an appropriate channel selector also permits a subscriber to view all appropriate <br />subscriber signals included in that level of service delivered at designated converter dial <br />locations. <br />3.08 "FCC" shall mean the Federal Communications Commission or a designated <br />representative. <br />3.09 "Franchise" means the rights and obligations extended by Grantor to Company <br />to own, operate and maintain a System within the Municipality and the Ramsey/Washington <br />Service Territory and manifested by the following: <br />A. This Ordinance No. 8124 adopted by the Grantor on the 19th day of <br />September 1995; and <br />B. A Franchise Agreement entered into between Grantor and Company based on <br />the authority and grant of a cable communications franchise extended by this <br />Ordinance and any and all acceptance agreements related thereto. <br />12 <br />
