-z- These plans shall include land use, transportation, public facilities and economic development. It shall recommend zoning and subdivision standards and regulations for putting such plans into effect. And it shall review proposed subdivisions and zoning changes to determine how such proposals fit in with overall plans. All actions by the Commission shall be purely advisory in nature. These actions shall. be in the form of formal recommendations to the governing bodies. The Commission shall not ordinarily make recommendations on variances and special use permits unless the governing bodies deem it affects comprehensive planning for the area. In addition to its planning responsibilities, the Commission shall provide a forum where member communities can meet to discuss common problems and exchange ideas and information. The Commission shall also serve as liaison between the member communities and the Metropolitan Planning Commission, and with planning commissions of adjacent areas. Article VI - Voting Each toimship or municipality represented shall have one vote which may be cast by the delegate9 or, in his absence, by his alternate. Six voting members present shall constitute a quorum. All decisions made by the Commission shall be by a majority of the voting members present. Article VII -- Finances The Commission will submit its budget request to the governing bodies for approval. Article VIII - Annual Report The Commission shall prepare an Annual Report in December of each year. This report shall describe what the Commission has accomplished during the preceding year and shall project planning needs for the ensuing year. It shall also include a financial report. Article IX Amendments Any changes in this Constitution shall be made by majority vote of the Commission and shall be ratified by a majority of the member governing bodies. Article X - Adoption This constitution shall take effect upon the adoption by two-thirds of the governing bodies.
