-z- <br />These plans shall include land use, transportation, public facilities and economic <br />development. It shall recommend zoning and subdivision standards and regulations <br />for putting such plans into effect. And it shall review proposed subdivisions and <br />zoning changes to determine how such proposals fit in with overall plans. <br />All actions by the Commission shall be purely advisory in nature. These actions <br />shall. be in the form of formal recommendations to the governing bodies. The Commission <br />shall not ordinarily make recommendations on variances and special use permits unless <br />the governing bodies deem it affects comprehensive planning for the area. <br />In addition to its planning responsibilities, the Commission shall provide a <br />forum where member communities can meet to discuss common problems and exchange ideas <br />and information. The Commission shall also serve as liaison between the member <br />communities and the Metropolitan Planning Commission, and with planning commissions <br />of adjacent areas. <br />Article VI - Voting <br />Each toimship or municipality represented shall have one vote which may be cast <br />by the delegate9 or, in his absence, by his alternate. Six voting members present <br />shall constitute a quorum. All decisions made by the Commission shall be by a majority <br />of the voting members present. <br />Article VII -- Finances <br />The Commission will submit its budget request to the governing bodies for approval. <br />Article VIII - Annual Report <br />The Commission shall prepare an Annual Report in December of each year. This <br />report shall describe what the Commission has accomplished during the preceding year <br />and shall project planning needs for the ensuing year. It shall also include a <br />financial report. <br />Article IX Amendments <br />Any changes in this Constitution shall be made by majority vote of the Commission <br />and shall be ratified by a majority of the member governing bodies. <br />Article X - Adoption <br />This constitution shall take effect upon the adoption by two-thirds of the <br />governing bodies. <br />
