Attending were Mayor Urtel, Trustees Dennis, Dornfeld, and Ebne, and Clerk Mehsikomer. Also legal. advisor Rod Lawson. After a discussion period the following amendment was submitted. by Clerk Mehsikomer: Section I INTERPRETATION: SHORT TITLE PURPOSES: This Ordnnance is enacted for the. following.purposes: To promote the health, safety,moralsA and general.welfare of the inhabitiants of the Village of lake Imo by lessening congestion in the streets, securing safety frem.fire, panie.and other, dam- gers; providing adequate light and air; preventing the overcrowd- ing of land;avoiding undue concentration.of population; faciliting the adequate provision of transportation, waterm.sewerage, schools, parks, and other public requirements; conserving the value of pro- perties, and encouraging the most appropriate use of the land. SCOPE: From and after the effective date of this Ordinance, the use of all land and every building or portion of a building erected, altered,with respect to height and area,. added to or relocated, and every use within a.building or use accessory thereto, in the Village of Lake �lmoshall be in conformity with the,provisions of this Ordinance. Any existing building or structure and any existing use of properties not in conformity with the regulationd herein prescribed shall be regarded as non -conforming but may be continued, extendedly or changed subjedt to the special regulat- ionsherein.provided with respect to nonconforming properties and uses. INTERPRETATION: In interpr6ting and applying she provisions of this Ordinance, they shall be held to theminimum requirements for the promotion of the public health, safety,00mfort, convenience and general welfare. Where the provisions of this Ordinance im- pose greater restrictions than those of any statute, other ord- inanoe, or regulation, the provisions of this Ordinance shall be controlling. SHORT TITLE: This Ordinance shall be known and may be cited as the "zoning ordinance of the Village of Lake Elmo". SECTION II The entire Village of Lake Elmo, except those areas described as follows as a Business and Commercial District and..an.Indust- rial District is hereby designated as a Residential District and land therein shall be used for one familyprivate resident- ial dwellings only.
