is4INU'TES OF THF,0 LAKE ELMO VILLAG11j COIINCIL FEBRUARY 16, 1971 <br />Meeting called to order at 7:35PM by Mayor Brockman. <br />P.r.esent:Brookman,Friedrich.,Abererombie,Shervheim,Park a Mehsi.komer. <br />Absent:Watson. <br />Minutes of the February 4, 1971 meeting were approved as submitted on <br />motion by Councilman Abercrombie with 2nd by Councilman Friedrich, <br />Carried 4/0. <br />Council discussed with John Mueller 3685 Lane Road _, North St.. Paul the <br />possibility of his accepting the position of Plumbing Inspector as well <br />as the interim position of Gas Inspector for the Village of Lake Elmo. <br />Mr. Mueller explained that he was not a, master plumber but that he felt <br />able to handle the position. His background is heating and :sir condition— <br />ing and he is well qualified to handle the position of interim gas insp. <br />Motion by Councilman .Abercrombie 2nd by Councilman Sh.ervheim that Mr. John <br />Mueller(Phone 777 5675 ) be appointed to the positions of plumbing insp. <br />and interim gas inspector for the Village of Lake Elmo. Carried 4/0.. <br />Legal Counsel Raleigh was asked to get copies of the St. Paul oil and <br />air --conditioning codes for review and possible incorporation into the <br />Lake Elmo Village book of Ordinances. <br />Building Inspector Friedrich would accept a plan with a variation on joices. <br />Plan would call for A" x 12" laminated beams on 6' centers. The flooring <br />on top of the beams would be 2" x 6" tongue & groove fir. Engineer Otto <br />Bonestroo to determine the stress and weight load that such a floor would <br />hold and would advise the building inspector, <br />Norm Schwartz was required to post a bond covering the completion of the <br />parking lot at the Twin Point Tavern to Village requirements. As of this <br />date bond had not been received, Mr. Schwartz agreeable to furnishing a <br />certified check in lieu of bond and the building inspector will follow <br />thru on this when Mr. Schwartz returns from vacation. <br />Clerk advised to call a noon luncheon (Dutcho for Thursday :February 25, <br />1971 at Ben's Elmo Inn. Invitations are to be sent out to those major <br />property owners in the area abutting Highway 94 as well as the Lake Elmo <br />Planning Commission, the Village Engineer, the Village Counsel , the <br />County Planning coordinator and of course the members of the Council. <br />Councilman Watson had interviewed three zluxtIal indivuals from the <br />South end of the Village who have indicated a desire: to become members of <br />the Planning Commission. One vacancy remains and the position is to be <br />frilled by someone from this area. Mr. Watson recommended that the Council <br />consider the appointment of Mr. Ed LeClair (Cimarron address) for this <br />vacancy. Motion by Councilman Shervheim 2nd by Councilman Friedrich that <br />Mr. LeClair be appointed to a one year term on the Commission. 4/0, <br />Clerk instructed to notify Mr. LeClair of this appointment. Mr. Watson. <br />is to be asked to attend the next meeting of the Planning Commission <br />and make the formal introduction to the Commission. <br />Councilman Shervhei:m presented Resolution R71-2 (copy on file in clerks <br />office) to delete the assessment against property held by the State of <br />Minnesota, as identified on assessor's plate numbers 24336 c and 24336 e <br />and moved its adoption. Second by Councilman I'riedrich. Council members <br />present,Brookman,Fri.edrich,Shervheim and Abercrombie voted in favor. <br />Councilman Watson absent. Resolution carried 4/0. <br />
