MINUTES OF THE LAKE ELE,'O VILLAGE COUNCIL YEBRUARY 16, 1971 page 2. <br />Mrs. Helen Norton 2325 Leer Pond `.frail (Plate 26382-049) submitted an <br />application for. :reduction of Real Estate Taxes. Assessor explained the <br />property and. the assessment. :Motion by Councilman Shervheim 2nd by <br />( Councilman Abercrombie that r.•equest be refused. Carried. 4/0. <br />Lehart Friedrich reported that two new front tires are needed for the <br />grader. Council advised. him to get prices from Lake Elmo Oil for tires. <br />Reported also that citizens have been clearing 'their driveways by plow— <br />ing -their excess snow across roadway. This practice is illegal. and reports <br />of such special activity should be turned over to the Lake Elmo Police <br />Force so that it may be followed up on and the individuals warned that <br />this practice is not legal and continued practice may be prosecuted. <br />Reported also that children have been digging tunnels in the snow piled <br />along roadways. Clerk informed to have this published. as a warning to <br />parents that this is a dangerous practice. <br />Roof on the maintenance building is leaking on the Northwest corner. <br />Snow should be removed and work scheduled to repair it when the weather <br />permits <br />Question was raised by the Village Engineer as to whether he wasto make <br />the proposed layout for -the gravel. pit recreation area. Clerk advised to <br />relay to engineer that the design layout was his responsibility.. <br />Councilman Abercrombie introduced resolution R71v3 (copy on file in <br />Clerk's Office) regarding the property to be included in determing lot <br />size in part of Carlson's Acres along the proposed roadway. 2nd by <br />Councilman Shervheim. A vote being taken all Council members present <br />voted in favor. Resolution passed 4/0. Councilman Watson absent,( <br />The billing from the Metro Sewer Board was still under investigation <br />by Joe Anderlik and he would advise the clerk of the action to be taken. <br />Legal Counsel Raleigh was follow up on the Baytown annexation with the <br />idea that the Village of. Lake Elmo would be interested in sections 6,7 <br />and 18. Raleigh to make up a petition to present to Tom Torseth to see <br />how this annexation would. be accepted by the Landowners. <br />Clerk asked Counsel Raleigh what was involved in taking a mid term <br />census and getting it approved. The Village has according to the 1970 <br />census 4032 residents. This quantity does not include any of the rKsi-» <br />dents now living in Cimarron. The Village is sure to go over the 5000 <br />figure long before the 1980 census. If we can be .recognized as having <br />an official population of 5000 or more we stand to share in the gasoline <br />tax for road improvement. . Counsel will check and advise at next meeting. <br />Clerk advised to contact Village Engineer and have him establish the <br />amount of -the bond for required roadways in Oace's 5th Addition. <br />Subject of Forester discussed as to wether to retain Rich. Peterson or <br />what alternative would we have. Councilman Shervheim to investigate the <br />status of the State with Mr. Beach of the Department of Agriculture and <br />to what degree could we depend on them. Report at next meeting. <br />Motion by C.Shervhei.m 2nd by C.Abercrombi.e that bills be paid. Carried 4/0. <br />Idotion by C.Shervheim 2nd by C.Fried.rich to adjourn at 10:55PM.
