MEETING OF '1'IM SAKE ,8I.MO VILLAG CODNCTL --- September 21, 1971. <br />Meeting called to order at 7:30 PM by Mayor Hrookman. <br />Presents Brookman,Friedri.ch,Wa'tson,Shervheim, Abercrombie,Park & Mehsikomer. <br />Also present: Counsel Raleigh, Engineer Bonestroo & Bldg. Insn. Friedrich. <br />The matter of Lake Elmo -Oakdale Boundary was brought up since according to the <br />bill passed by the legislature, if no decision is reached by Oct. 19 1971.a <br />petition can be filed putting the matter in the bands of the district court for <br />a decision. Counsel Raleigh and/or C. Watson were to make a final attempt and <br />get the reaction from the Oakdale Council. <br />Clerk pointed out that he had received the latest tabulation of residents in <br />Cimarron and that figure added to the 1970 census brings the total population up <br />to 4077. At the present rate of increase the Village of Lake Elmo would exceed <br />the 5,000 population figure within the next two months. Clerk instructed to <br />pursue the matter and. determine the method of obtaining a special census and <br />report back to the Council. <br />The county engineer said improper parking lines were painted on Washington County <br />State Aid Hwy. 17 in the area of Bents Elmo Inn. Corrective action blocking out <br />the improper markings has been completed. <br />Clerk advised that ads have been placed; a dvertisi ng for bids on a new truck in <br />both the Construction Bulletin and in the Stillwater Gazette. <br />Motion by C. Watson, 2nd by C. Friedrich that a Sewer Installers License be <br />granted to C & P Excavating of Oak Park Heights. Carried 5-0. <br />Mr. Ken Meyer of White Adv., appeared regarding the billboard located on <br />property intended for County Rd. 19. Sign was located in the Village without <br />proper permits or licenses. Mr. Meyer advised that he had been in touch with the <br />county engineer and that he was agreeable to letting the sign remain temporarily <br />but it would have to be removed by October 1, 1972. Motion by C. Watson, 2nd by <br />0. Friedrich that White Adv. be allowed to maintain the sign thru Oct. 13 1972 <br />providing they obtain the proper special use permit. If sign is to be relocated <br />that White Adv. will submit the design and location to the Planning Commission <br />as required by the Village Ordinance. Carried 5-0. <br />Mr. Van Drashek of Independent School, District 832 presented to the Council the <br />plan for an advisory board to the School Board and asked the Council to supply <br />the name of one responsible candidate who would be willing to serve on this <br />advisory board if selected. Several names were suggested and C. Watson delegated <br />to contact Mr. Rodric Guindon to determine his willingness to accept such an <br />appointment if selected. <br />Letter regarding the Colosimo property, prepared by Counsel Raleigh, was read <br />and approved. Clerk instructed to sign and mail to the Colosimoos. <br />Motion by C. Abercrombie 2nd by C. Watson that Counsel Raleigh check to de- <br />termine that the final plat for Lake Jane Hills has been filed and that assessor <br />affirm that request for reallocation of assessments has been received and been <br />completed and the fee for this action also received. Upon receival of notification <br />from counsel and from the assessor that everything is in order, clerk be ordered <br />to release bond. Carried 5-0. <br />Motion by C. Watson 2nd by C. Friedrich that clerk be instructed to write a letter <br />of congratulations to VFW Post 5725 in Lake Elmo who will be celebrating their <br />25th anniversary on Friday, September 24, 1971 and as part of festivities will <br />have a mortgage burning. Motion carried 11-0 with C. Shervheim abstaining. <br />continued-- <br />
