M1NVIES OF TIM 1AXE ETMO VILLAGE COUNCIL MEETING -- Sept. 21, 1971 pg. 2 <br />Approx. 30 residents appeared before the Council to .listen and to voice their <br />feelings on a snowmobile ordinance. Opinions were contradictory as owners and <br />non -owners wanted to be heard. Mr. Bernard Klass stated he represented several <br />neighbors in the Cohn Addition and he objected to being awakened in the early <br />morning hours and to the television disturbance. Ron Swaggert, Mr. Winks both <br />expressed the feeling that noise level was not a problem. Mr. Revoir thought <br />that children under 14 should be allowed to cross Village Roads but not County <br />or State lAiys. Speed limits also varied but it did seem to be agreeable to have <br />one in the populated area, No further comments were forthcoming so Mayor announced <br />that the Council would take all the comments under advisement and that the Council <br />would render the final decision at the meeting on October 19, 1971. <br />Dick Lambert appeared before Council to advise of forthcoming plans. <br />1. A report on ordinances would be duplicated and submitted to the Council <br />for possible incorporation into a revised Ordinance .for the Village. <br />2. A pet cemetary is being considered and a special use permit would be <br />processed through proper channels. <br />3. Want to add a new building 24'x4O' to be used for storage with a potential <br />use of a sportshop for horsemen:. and doglovers. <br />4. Request also to increase the size of the kennels from 58 runs to 88 or <br />116 runs. Again this is in planning stage for next spring and -the request <br />will be submitted through proper channels. <br />Motion by C. Shervheim 2nd by C. Abercrombie that a special use permit be <br />allowed in the case of Mrs. Tom Hilpisch to move a building on their property and <br />placed on a site acceptable to the building inspector. A deadline of July 10 1972 <br />to be established for having the building properly anchored on a foundation. <br />Carried 5-0. <br />Robert Landru, Rt. 11 Lake Elmo advised by Mayor that he was in violation of Village <br />Ordinances by bringing a garage on to his property without the proper approval of- <br />thePlanning Commission. Bldg, inspector reported that the garage did not meet code <br />and that he had no opportunity to inspect. Motion by C. Watson 2nd, by C. Shervheim <br />that Mr. Landru make up a site plan showing the location of the garage and other <br />buildings on his property and present it to the Planning Commission for approval. <br />Garage would have to be brought up to code by May 1.. 1972 or it would be ordered <br />disposed of. Motion carried 5w0, <br />Question of liability for trees on road right of way and who is responsible for <br />removal of dead trees, was discussed. Since a great number of trees fitting this <br />description are on county road right of way it was determined to ask the county <br />how they handle this situation and what specific steps they follow before rendering <br />a Village decision. Counsel Raleigh to discuss with County officials. <br />Motion by C. Shervheim 2nd by C. Abercrombie to pay the bills. Carried 5-0, <br />Clerk instructed to get together with C. Friedrich and determine which Village Streets, <br />in addition to Friedrich Road, should be submitted to State of Minnesota Highway Dept. <br />for speed zone review. <br />Planning Commission had asked about the feasibility of requiring all new developments <br />to have phone and electrical services underground. Village engineer recommended such <br />a move. Matter to be considered further. <br />continued-- <br />
