MINUTES OF` THE LAKE ELMO VILLAGE COUNCIL ME TING November 2, 1971. <br />Meeting called to order at 7:30PM in the C1erkws Office since the Village Council <br />Chambers were tied up unto 8:00 PM with the election. <br />Presents Brookman, Friedrich, Abercrombie, Shervheim, Park & Mehsikomer. <br />Absent: Watson. Also present: Engineer Bonestroo & Counsel. Raleigh. <br />The following corrections to the October, 19 minutes were ordered: page 1. Motion <br />by C. Watson 2nd by C. Shervheim that the Village approve an expenditure of $181.00 <br />in place of the county constructed price of street signs in the Tri.•-Lakes Area if <br />the Tri-Lakes Assn. will accept the responsibility for maintaining the signs for a <br />period of 15 years. Failure to maintain would result in there being replaced with <br />the conventional signs by the Village. Motion carried; and on page 2; relative to <br />curbing at Twin Point item should read The opening on Kalmia is approx. 81 North <br />of where the plan provided however committee decided that this is not harmful. <br />Some of the curbing was -to be increased in size. Modification should be completed <br />in a short time. <br />Motion by C. Shervheim 2nd by Councilman Friedrich that the minutes of the <br />October 19, 1971 minutes be approved as amended. Carried. <br />Motion by C. Shervheim 2nd by C. Friedrich to release the check held as guarantee <br />for completion of the work at the Twin Point parking lot. Carried. <br />Letter from School District 622 relative to Hwy. 36 was turned over to the Village <br />Engineer to review and report back at the next meeting. <br />Letter received from John Zignego relative to tax problem. Assessor to obtain copy <br />of letter from Dewey ICelson to Mr. 'Zignego and then a meeting should be set up with <br />Mr. Zignego to discuss the problem. <br />Bids for the Sewer Improvement Project at Crosstown Site were reviewed and a <br />tabulation report of bids as follows: <br />J & T. Contracting $56,861.00 Irving Montgomery Const. Co. $49,458.0G <br />Or£ei & Sons Inc. 63,950.30 Par Z Contracting Co. 39,964.70 <br />Gerald Houle Inc. 49,166.50 Robert W. Moore 70o485,00 <br />Hardrives 49,669.00 Fischer Construction Co. 4.1,234..00 <br />Lammetti. & Sons 62,570.00 <br />Engineer recommended the award be made to the low bidder. <br />Motion by C. Abercrombie 2nd by C. Friedrich that award be made to Par Z Contracting <br />Co. at $39,964.70 Carried unanimously. <br />Tom Backstrom of. Cimarron submitted his Special Use Permit request for renewal for <br />Cimarron; it was turned over to Village Counsel for review. <br />Attorneys Larry`G.riffith & Tom Tinkham for r. Hammes. Request reinstatement of a <br />gravel permit �us a new permit on acres, -homestead. Attorney agrees not to <br />mine gravelA� of any county or state proposed right of way. Letter from County <br />Engineer read and filed. Council suggested application for a new Special Use Permit <br />with the necessary hearings to be held by the Planning Commission. Hammes SUP to <br />be included on the PC agenda for the November,90 1971 meeting. Engineer Bonestroo <br />and C. Watson to review stock pile and possible removal of some material at this <br />time before Special Use Permit is issued. <br />Mr. Fred Zwar re All State Property in Meadow Lark Lane sub division. Mayor Brookman <br />reviewed past Planning minutes regarding this question. <br />
