IviENIORANDUM <br />In view of the fact that the Minnesota Municipal Commission <br />is considering the proposed annexation of all of the property <br />within the Town of Baytown to abutting municipalities, the Village <br />Council has determined that it is in the best interests of the <br />Village of Lake Elmo, and that it appears that it is in the best <br />interests of all concerned, that the following described part <br />of Baytown Township be annexed to the Village of Lake Elmo: <br />Sections 6, 7 and 18 and the West One Half (W2) of <br />Section 17, Township 29 North, Range 20 West. <br />This land is adjacent to and abuts the easterly boundary of the <br />Village of Lake Elmo. It includes the Lake Elmo Airport, the <br />Washington County Fair Grounds, a church and several residential <br />dwellings. Most of the land, with the exception of the Airport <br />and the County Fair Grounds is used for agriculture purposes. <br />One of the major reasons the Village of Lake Elmo is <br />interested in annexing this land is the effect on the Village of <br />Lake Elmo of the activities relating to the Lake Elmo Airport <br />and the Fair Grounds. These public uses generate a considerable <br />amount of traffic and present special problems relating to the <br />safety and welfare of nearby residents. It is possible that <br />either or both of these public facilities will be expanded in the <br />future and, thereby, have a greater impact on the residents of <br />the Village of Lake Elmo. As a review of the maps will indicate, <br />the two largest population centers near the Airport and the Fair <br />Grounds are in the Village of Lake Elmo. They are the so-called <br />EXHIBIT "A" <br />
