The Lake Elmo <br />Village Council is of the opinion that any development in <br />connection with or adjacent to the Lake Elmo Airport can <br />have a serious effect on these population centers; that the <br />development in the Airport area may be of either complementary <br />or detrimental to these population centers but, in any case, <br />the Village Council feels that it is important that the Village <br />of Lake Elmo have the planning and regulatory responsibility <br />for most of these areas. <br />As long as the Town of Baytown remains unincorporated <br />the zoning and land use in the Township is to some extent <br />regulated by Washington County. The Village of Lake Elmo <br />through its representation in county government is able to -- <br />participate in the regulation of land use within the Airport <br />area. if, however, any Village is to assume the role of planning <br />authority for this land, then it is the position of the Village <br />Council that it should be the Village of Lake Elmo. <br />Another major factor in the Council's determination that <br />the above -described land should be included in the Village of <br />Lake Elmo, relates to the development which can be anticipated <br />within the vicinity of the Airport and along State Highway 212. <br />It seems apparent that development can be anticipated at an early <br />date in the northernmost of these sections (Section 6) which <br />includes the southern portion of the Highway 36 and Highway 212 <br />interchange; the Village Council has been informed of proposed <br />Lei -2- <br />h <br />
