While the Village Council is not <br />aware of any particular proposed development for the Airport <br />area it does seem reasonable to anticipate developments related <br />to Airport use. In either case it seems these areas could best <br />be served by the Village of Lake Elmo. For example, if sewer <br />or water service were to be supplied to the Airport area from <br />either the Village of Oak Park Heights or the Village of Bayport, <br />it would be necessary to extend sewer mains and related facilities <br />across several miles of undeveloped land in what is now Baytown <br />9 Township. On the other hand, the old Village of Lake Elmo, now <br />served by municipal water services and having completed a plan <br />for sewer service (subject to approval of the Metropolitan <br />Sewer Board) lies within a mile of the Airport. <br />Finally, there is a factor of community identity. While <br />it is difficult to demonstrate such matters it appears to the <br />Village Council of the Village of Lake Elmo that the residents <br />of the three sections in question as well as those people residing <br />in the neighboring areas have tended to identify with the Village <br />of Lake Elmo and share a community of interest with its residents. <br />
