MEMO <br />(April 6, 2006 for the Meeting of April 10, 2006) <br />To: Lake Elmo Planning Commission <br />From: Chuck Dillerud <br />Subject: OP Development Stage Plan/Preliminary Plat/CUP — "Hidden Meadows of <br />Lake Elmo" . <br />As of the agenda closing time for the meeting of April 10 the City Engineer had not <br />received plans from the applicant's engineer that reflect the required infrastructure design <br />modifications or previously incomplete plan sheets. The two engineers have been <br />conversing regarding these matters and I understand from both parties that most of the <br />issues raised by the City Engineer regarding the plans (or lack thereof) can and will be <br />resolved by April 10. I have requested (and will receive) a memo from the City Engineer <br />to that effect by Monday's meeting. <br />I have also conversed with the applicant's engineer regarding the buffer screening plans <br />that are required to demonstrate the year-round effectiveness of screening in lieu of the <br />full 200 foot OP buffer. As of the agenda publication time those plans are not completed, <br />but I am assured they will be by Monday's meeting. Since "effectiveness" is clearly a <br />judgment call, I have advised the applicant's engineer that I will place the applications on <br />the April 10 Planning Commission agenda without staff review of the buffer plans. Those <br />plans may be available prior to the meeting — allowing a brief staff review — but, will for <br />certain be available at the meeting for Commission review. <br />I have attached all of the agenda materials regarding these applications that the <br />Commission first received for the March 27 Hearing. <br />
