Council member DeLapp pointed out there are 175 acres of 3M property in Lake Elmo <br />and if developed park dedication would be available from that site. <br />Margaret Carlson said she was surprised 3M would give land for a specific use and <br />suggested we should go back and look at this. She said she would be surprised that <br />Oakdale would not place lights there. She said if there is a Task Force to review this <br />playfield proposal she suggests having an independent body on the task force. <br />Bob Helwig said he supported Council members Smith's suggestion to use the open <br />space in front of Sunfish Park as Sunfish is a public park. <br />Council member Conlin stated there is broad criteria for selecting location for parks in <br />our Comp Plan that have to be looked at and to keep in mind the trails system and how <br />the trails would work for kids to ride bikes or walk to the playfields' <br />A resident said traffic on Stillwater Blvd. would have to hive some traffic control and <br />that Raleigh creek cannot hold anymore runoff. He asked what aboutthe land next to the <br />public works building that 3M owns. It would be cheapei'maintenanee i layfields were <br />next to the public works building. Mannine/Hrwav6=Intersection Improvement <br />The City Planner said a matter has come up on how to deal with the intersection of <br />Manning Avenue and TH36. He.:said that he and the City Engineer were called down to <br />meet with Washington County,,MnDOT and was told MnDOT would like us to build a 3 <br />or 4 lane intersection. The;Cily''Engineer recommended that a feasibility report would be <br />preformed to determine the intersection configuration and cost and financing. <br />This item will be brought to the Feb 2l'1 Council meeting <br />Mayor Johnston left the meeting at 8:10 p.m. to attend the Fire Dept. Relief Assoc. <br />meeting. <br />4. Animal Control RFP <br />The Administrator provided a draft Animal Control RFP and a budget sheet. He said a <br />number of cities the same size of Lake Elmo are looking at vendor services and some <br />have CSO's.
