Zoning Ordinance / City Code Amendments — Home Occupations <br />The City Planner reported that over the past two years there have been numerous <br />meetings with the City Council and Planning Commission, and numerous drafts prepared <br />addressing the regulation of Home Occupations. He presented a draft set of City Code <br />amendments that had been created and recommended by the Planning Commission, and <br />on which the required Public Hearing had been conducted. <br />The Council received a handout of the City of Oak Park Heights Home Occupations <br />ordinance. Ordinance 97-168: Amend GB Zoning District Text Restaurant Drive Up <br />Facilities <br />The City Planner reported that the Planning Commission has conducted a Public Hearing <br />and recommends amendment to the General Business District list of "Permitted Uses" to <br />include drive -up service windows at cafes and restaurants, as otherwise regulated by the <br />City Code. He noted that the Commission's recommendation specifically excludes both <br />menu boards and intercom systems associated with the drive -up window. <br />Business owner Ed Gorman was in attendance and stated that customers are changing and <br />he would like to see a menu board approved. <br />M/S/P DeLapp/Johnson — the City Attorney will redraft ordinance to preclude fast-food <br />for the April 11, 2006, Council Workshop, and reconsideration to the April 18, 2006, <br />City Council meeting when all members will be in attendance.
