(CDBG — Continued from Page 1) <br />At some point between the initial Washington County concurrence with the 2006 RFP <br />content and format, and the March 10 due date for written return proposals from vendors, <br />Washington County CDBG staff decided that the RFP process we had used in 2005 and <br />again in 2006 would possibly not comply with HUD contracting rules. The County had <br />recently hired both additional CDBG staff and a consultant to assist with the maize of <br />HUD rules. The City was advised within the past two weeks that we will be required to <br />use the formal HUD -specified formal bidding procedure when we try again to get <br />vendors interested in the Cimarron project. <br />The process we must now follow per the County CDBG staff requires publication of the <br />Notice to Bidders 2 weeks in a row, and then a bid opening not less than 10 days <br />thereafter. As of March 28 were advised by the County CDBG consultant that HUD <br />rules were again being modified and that she needs to get a new Davis Bacon Wage <br />determination before we can start over with the vendor solicitation. In retrospect it is <br />probably just as well that we received no proposals in response to our 2006 RFP. We <br />probably would have had to start over (again) anyway. We expect to start over in the next <br />week or two — pending the Wage Determination from the County. <br />There has been no indication from the County CDBG staff that there is any issue with <br />timing of grant funds expenditures — yet. By Fall that may be an issue. <br />
