Request for Proposal <br />REPLACEMENT OF NATRUAL GAS SERVICE LINES <br />Cimarron Manufactured Housing Neighborhood <br />Lake Elmo, Minnesota <br />Overview <br />This document solicits proposals from qualified natural gas service installation contractors to <br />undertake a City -funded project to replace deteriorating natural gas services from meter to <br />appliances on 44 manufactured housing units located in the Cimarron Manufactured Housing <br />Neighborhood in Lake Elmo. All work shall be completed by June 30, 2006. This project is funded <br />from Federal CDBG Grant funds. Therefore, Davis Bacon Wage Scales must be paid. The City <br />will undertake all other Federal fiscal and reporting requirements. <br />Background <br />In 2003 the City contracted a visual inspection of the natural gas service connections of the 200 <br />oldest manufactured housing units in the Cimarron — many of which are nearly 40 years old. The <br />outcomes of that inspection project revealed circumstances of improper installation, improper <br />alterations to the services and physical deterioration of service piping, unions and valves. <br />The City has determined that the gas service problems observed may constitute a potential threat <br />to public safety, and replacement of those appurtenances is therefore in the Public interest. The <br />City has also determined that many of the Cimarron manufactured housing owners with observed <br />gas service line concerns do not have the personal financial resources available to expediently <br />replace the natural gas services within their homes. <br />rminations by <br />Responding <br />have been reserved to provide City financial assistance t Oqua05 lifying Cimarroity n homeowners <br />owne st <br />for the purpose of the necessary natural gas service line replacement. Those funds will be <br />available to pay for the contractor's replacement services/materials where the property owner can <br />not do so. <br />Description of Tasks <br />In development of the proposal, the contractor should assume that the following tasks will be <br />performed for 44 manufactured housing units in Cimarron, as specified by the City: <br />• Preparation by the contractor of a complete Work Order for each manufactured housing <br />unit which details the replacement tasks/materials deemed to be required, and the <br />contractor's labor/materials quote and schedule to complete the required replacements. <br />• The contractor shall secure City permits for each unit on which gas service replacement <br />work will be conducted. The City will waive all permit fees, but permits must be secured <br />before work commences. <br />Completion by the contractor of all work specified by the Work Order as approved in <br />advance by the City. <br />Contractor Qualification <br />All contractors responding to this solicitation shall be licensed by the State as Plumber/Gas Fitter. <br />Evidence of licensure must be attached to all proposals submitted responsive to this certification. <br />
