L,.,tCE ELMO PLANNING COMMISSI„,� <br />STAFF REPORT <br />Date: July 19, 2006 for the Meeting of July 24, 2006 <br />Applicant: Finn Daniels Architects/United Properties <br />Location: South Side Hudson Blvd. across from Health East <br />Requested Action: Section 520 Site Plan and Shoreland Variance <br />Land Use Plan Guiding: Business Park <br />Existing Zoning: BP Business Park), subject to the Eagle Point PUD Plan <br />Site History and Existing Conditions: <br />The Final Plat of Eagle Point Business Park, creating Outlot C was approved by the City Council <br />in 2000. The site of this application is the southeasterly 2.05 acres of the Eagle Point Business <br />Park 120 acre site. The City had previously approved a PUD Plan encompassing the entire 120 <br />acres of the Eagle Point Business Park, including this site. Exhibits to the PUD Plan <br />documentation provide for allowable uses, lot specifications, master signage and related <br />development standards. Where the PUD does not address a particular development standard, the <br />Business Park and other related City Code standards are applicable. A proposed departure from <br />those standards not already addressed by the PUD Plan should be processed as a PUD Plan <br />Amendment. <br />The site is vacant today. City water and sewer services are both available to the site. <br />Discussion and Analysis <br />The applicants propose development of the site consisting of a 22,200 square foot two story <br />structure and related parking. The proposed structure use is 19,230 square feet "office" and 5,969 <br />square feet "Showroom". This application is the first in the Eagle Point Business Park proposing <br />an "Office/Showroom" use. Negotiation of the allowable PUD uses between the Planning <br />Commission/City Council and United Properties focused not only on setbacks, impervious <br />coverage and related quantitative compliance with Business Park zoning but also on uses not <br />addressed by the Zoning Ordinance, including "Office Showroom". Following extended <br />discussions regarding this use concept that addressed "customer traffic" and trucking concerns, the <br />City Council agreed to allow "Office Showroom" as a Permitted Use in the Eagle Point PUD — <br />subject to several specific design parameters: <br />• Not more than 50% of the floor area of any structure may be "unfinished space" — storage <br />or warehouse. <br />• Truck docks limited to one per 10,000 square feet of non -office floor area. <br />• Any truck delivery area must be screened from street view, using landscaping and building <br />layout. <br />• Outside storage and "industrial noises, odors and emissions" are prohibited — not regulated <br />quantitatively, but prohibited entirely. <br />
