4 <br />APPROVED AS AMENDED JULY 18, 2006 <br />M/S Johnston/Johnson — to approve Resolution No. 2006-063, ordering improvement for <br />2006 Overlays on Irvin Court, Irvin Circle, Isle Avenue, Ivy Court, and Jamaca Court. <br />No vote. <br />M/SIP Johnson/Johnston — to table the motion to the July 18, 2006, City Council meeting. <br />(Motion passed 3-1: DeLapp-opposed to the project) <br />MJSlP Smith/Johnson — to reconsider the vote to table the original motion to approve <br />Resolution No. 2006-063. (Motion passed 4-0) <br />Mayor Johnston thereby placed the matter of Resolution No. 2006-063, ordering <br />improvement for 2006 Overlays on Irvin Court, Irvin Circle, Isle Avenue, Ivy Court, and <br />Jamaca Court, back on the table for Council consideration. (Motion passed 4-0) <br />City Engineer Prew recommended adoption of Resolution No. 2006-064, ordering <br />improvements for 2006 MSA Resurfacing on 45 h Street, Julep Avenue and 47a` Street. <br />The Mayor opened the Public Hearing at 8:08 p.m <br />Resident Bob Johnson, 10323 47"' Street, stated he has refused to do anything with 5e <br />Street and Kimbro Avenue, and that this road improvement should have more priority <br />than the project now proposed. He said that there are 4 retired residents on 47th Street <br />and all are against this project. <br />Resident Jeanne O'Neill, 10133 47ei Street, requested clarification of AG Preserves and <br />Green Acres assessment waivers. She said she has lived there for 5 years, and does not <br />believe street repairs are needed. The improvement of the road will increase the speed of <br />the vehicles; she doesn't allow her son to even ride his bike there now. Funds should be <br />used elsewhere. <br />Resident Rosalie Wahl, 10231 47"' Street, said has lived there for 51 years and doesn't <br />see the need for improvements. <br />Resident Pat O'Neill, 10133 47 h Street, restated their concerns and said the street is used <br />as a drag racing strip. <br />Resident Mark Wahl, 10231 47 h Street, made a suggestion of having speed bumps <br />installed to help slow down traffic. <br />The Public Hearing was closed to Public Comment at 8:19 p.m. <br />Mayor Johnston summarized the following questions: 1) Should we be repairing 50a' <br />Street and Kimbro Avenue instead, and/or keep it a gravel road; 2) would the 501b Street <br />and Kimbro Avenue improvement relieve some of the traffic on 45 b Street, Julep <br />LAKE ELMO CITY COUNCIL MINUTES JULY 5, 2006 <br />4 <br />
