vA Metropolitan Council <br />December 18, 2006 <br />Travis Germundson <br />Minnesota Department of Natural Resources <br />1200 Warner Rd. <br />St. Paul, MN 55106 <br />Re: Water Supply Plan — City of Lake Elmo <br />Metropolitan Council File Referral No. 19926-1 <br />Metropolitan Council District 12 <br />Dear Mr. Genmundson: <br />Environmental Services <br />RECEIVED <br />The Metropolitan Council (Council) has completed its review of Lake Elmo's water supply plan update as <br />required under Minnesota Statutes, Section 473.859, subd.3. As agreed upon, please include the <br />following comments with the Department of Natural Resources comments on the water supply plan. <br />The average residential per capita demand over the past 5 years was 64 gallons/day, which is below the <br />2002 metropolitan average of 75 gpcd. The conservation section of the plan describes programs designed <br />to lower this demand. The Council encourages the city to continue implementing its programs to help <br />keep water use down. <br />The city's average maximum day to average day ratio for the last five years was 3.6. This is higher than <br />the metropolitan average of 2.6. The Council encourages the city to continue enforcing its watering <br />restrictions and target conservation education at reducing customer water use during peak water use <br />periods in order to reduce its maximum day to average day ratio. <br />The city is reminded that if there are any changes in demand projections or in other areas of the water <br />supply plan, the city will need to provide the Council with the updated information as an amendment to <br />the water supply plan when it submits its 2008 comprehensive plan. <br />This letter completes the Council's review process.
