The first is whether the Municipal <br />Code means what it says; or whether it means what Is convenient at the moment. The <br />code has as reasonable bases a desire to maintain quality of lifestyle; and to avoid <br />burdening the environment. The variances sought require so elastic a reading of'the code <br />as to defeat its purposes. Granting them would leave the city council with Iittle <br />principled reason not to rule similarly in similar situations where the land parcel is <br />grossly wnoonfomnxug. <br />Second, the combined parcels are very near a wetland. No one has come forth with an <br />assessment of the impact of the proposed building activity on the wetland and on the <br />wildlife that make it their home. An evaluation of environmental impact ensuing from <br />the variances, if granted, should be made. <br />P41VT of o,c- <br />
