APPROVED AS . _AENDED MAY 16, 2006 <br />Daniel Novak, 8520 Ironwood Trail N., had concerns about the cost; road width; <br />assessment repayment; water and road construction; corner lots; bituminous vs. cement <br />curb and height; underground electricity. <br />City Engineer Prew responded that cost would be divided equally between the 63 build- <br />able lots with assessment costs of RI zoning with an assessment cost $1309. Road <br />widths will remain the same. Water and road resurfacing will be done simultaneous. <br />Owners of corner lots will decide where to place the curb, but cannot change the water <br />flow. Bids will be for bituminous curbing only, but can be changed to include concrete. <br />Prew will contact Xcel Energy about the possibility and cost of installing underground <br />electricity. Another Public Hearing would be required if underground electricity were to <br />be installed. <br />Mark Busta thought the assessment amount was fair. <br />Public Hearing Closed at 8:48 p.m. <br />M/S/P Johnson/Smith - to amend Resolution 2006-035, a Resolution Ordering <br />Improvement and Preparation of Plans for the Tablyn Park Neighborhood, and to include <br />an alternate bid for two landscaped islands. (Motion passed 5-0) <br />B. Resolution 2006-036: Approve Plans and Authorize Advertisement for Bids Tablyn Park / Lake Elmo Heights Watermain Project <br />In his letter dated April 13, 2006, the City Engineer reported that Plans and Specifications <br />are complete on the Tablyn Park/Lake Elmo Heights Watermain Project. This project <br />will provide water for over 200 residences in an area of the City that has many <br />contaminated wells with PFOA and PFOS. Following water service installation, each <br />residential well will be sealed. <br />M/S/P Johnson/Conlin — to adopt Resolution 2006-037, approving Plans and Authorizing <br />the Advertisement for Bids for Tablyn Parkl/Lake Elmo Heights Watermain Project. <br />This bid does not include well abandonment and plumbing connections. <br />(Motion passed 5-0) <br />9. PLANNING, LAND USE & ZONING: <br />A. Final Plat & Development Agreement — Discover Crossing: <br />Resolution 2006-037. <br />City Planner recommended approval of Final Plat and Development Agreement — <br />Discover Crossing. There are several outlots, three of which are going to be converted <br />into lots after approved zoning changes. Staff has prepared a draft Development <br />Agreement for the plat that has also been reviewed by and concurred in by the City <br />Engineer. <br />Council Member DeLapp would like to see the three lots be put into conservation <br />easements and a copy of -the covenants -for -the -landscaping -plan. ----- -- - - <br />LAKE ELMO CITY COUNCIL MINUTES APRIL 18, 2006 <br />
