Safety Officer Appointment <br />District Chief Pepin requested Council approval to appoint Chris Howard as the Safety <br />Officer. He has been a member for 14 years, and held the position of Assistant Fire Chief <br />in the past. <br />M/S/P Conlin/Johnson — to approve Chris Howard as the Fire Department Safety Officer. <br />(Motion passed 5-0) <br />2. Resolution No 2006-122• Adoption of Washington County All Hazard <br />Mitigation Plan <br />The City of Lake Elmo has participated in a hazard mitigation planning process as <br />established under the Disaster Mitigation Act of 2006. <br />M/S/P DeLapp/Johnson — to approve Resolution No. 2006-122, Adopting the <br />Washington County All Hazard Mitigation Plan. (Motion passed 5-0) <br />3. Ladder Trucks <br />_ District Fire Chief Doug Pepin presented to the Council their request to purchase a 100' <br />or 75' ladder truck, or both, These vehicles are both `pumpers' and would be the `first <br />truck out' for emergency situations. <br />Finance Director Bouthilet provided to the Council a Ladder Truck Comparison Sheet <br />and the 2007-2011 Capital Improvement. <br />Council discussed the various options available, the efficiency of utilizing the existing <br />equipment, and the approved CIP. <br />Resident Jim Petersen, 2751 Jamley Avenue North, former MAC Member asked, "What <br />started this? The City's CIP shows we cannot afford to pave 28'h Street but we can afford <br />to purchase a Ladder Truck? When is the Council going to listen to the people?" <br />City Attorney Filla informed Council that a decision could not be made tonight because <br />any purchase over $50,000 must go out for competitive bids unless this is a non- <br />competitive item. <br />M/S/P Conlin/Johnson — to direct Staff to work with the Fire Dept. to determine if it <br />needs to go to the competitive bidding process and to clarify with the attorney whether <br />they should proceed and return with answers at the November 14, 2006, Council meeting. <br />(Motion passed 5-0) <br />LAKE ELMO CITY COUNCIL November 8, 2006 <br />
