LEIRMWR <br />E. Pavement Management Report <br />M/S/P Johnson/Smith — to authorize TKDA to provide the City a Pavement Management <br />Report, including public street inventory and distress assessment for all municipal streets <br />within the City of Lake Elmo. (Motion passed 5-0) <br />F. Resolution No, 2006-128: Partial Payment No. l to Valley Paving 2006 Overlays <br />M/S/P Johnson/Smith — to adopt Resolution No. 2006-128, approving Partial Payment <br />No. 1. to Valley Paving, Inc., in the amount of $168,257.99, verified by the City <br />Engineer. (Motion passed 5-0) <br />G. Escrow Reduction for St. Croix's Sanctuary <br />M/S/P Johnson/Smith — to approve Escrow Reduction No. 3 for St. Croix's Sanctuary <br />from $2,878,705.00 to $288,750.00, as presented in the City Engineer's Memo dated <br />November 17, 2006. (Motion passed 5-0) <br />5. FINANCE: <br />A. Resolution: Capital Improvement Program (CIP) - postponed <br />B. Resolution No. 2006-124: Public Hearing - Assessment for Proposed Unpaid <br />Municipal Utilities <br />Finance Director Bouthilet presented an assessment roll for delinquent utility and service <br />charges to be certified to 2007 property taxes. <br />Mayor Johnston opened the Public Hearing at 7:43 p.m. <br />There was no one to speak for or against the assessments. <br />Mayor Johnston closed the Public Hearing at 7:44 p.m. <br />M/S/P Johnson/DeLapp — to approve Resolution No. 2006-124, authorizing Certification <br />to Washington County Auditor for Unpaid Utility Bills. (Motion passed 5-0) <br />6. NEW BUSINESS: None <br />7. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Fire Dept.: <br />Fire Chief Malmquist requested amendment of Resolution No. 2006-120, so the existing <br />structure could be used for Fire Dept. training. He stated that any training would be <br />completed by March 1, 2007. <br />Council agreed that a Building Permit could be issued prior to removal of the existing <br />structure, and the structure would be removed by March 1, 2007. <br />M/S/P DeLapp/Johnson — to amend Resolution No. 2006-120, allowing the old house to <br />-- - remain and be -used for Fire Dept; training, and have the structure to be removed by — --- <br />March 1, 2007. (Motion passed 5-0) <br />0 <br />
