DRAFT <br />Councilmember DeLapp objected to the practice of one Planning Commissioner who argues <br />strenuously during discussion and then abstains during the vote. <br />Motion, DeLapp, To reappoint Commissioners Helwig and Sedro to the Planning Commission <br />for additional 3-year terms that will expire on January 16, 2009 because of their near perfect <br />attendance, Bob Helwig's being elected chairman three times, and because Kathy Sedro brings <br />well considered argument to the table. FAILED FOR A SECOND. <br />The Council cast ballots. Councilmember Conlin encouraged two applicants who will not be <br />appointed tonight to reapply when an opening arises. Councilmember DeLapp asked for <br />minutes or tapings of the Council Workshops in the future. <br />Administrator Rafferty tabulated the ballots and reported the vote: <br />Helwig-3 votes <br />Sedro-3 votes <br />Park-1 vote <br />McGinnis-3 votes <br />Nicole Park was eliminated for lack of votes. <br />A second ballot was taken to choose two of the three applicants who tied with three votes. <br />Helwig-4 <br />Sedro-3 <br />McGinnis-3 <br />Bob Helwig will be reappointed. <br />A third ballot was talcen to choose one of the two applicants who tied with three votes. <br />McGinnis-3 <br />Sedro-2 <br />M/S/P, Johnston/Conlin, To reappoint Bob Helwig to the Planning Commission for another 3- <br />year term that will expire on January 16, 2009. <br />VOTE: 5:0. <br />M/S/P, Johnston/ To appoint Laurie McGinnis as Second <br />Alternate to the Planning Commission. 4:1 Nay-DeLapp. <br />The Mayor said Ms. McGinnis is in transportation planning, she is very well qualified, and we <br />have problems with traffic in our City. <br />M/S/P, Johnson/Johnston, To appoint Julie Fliflet as Full Voting Member and Bob Van Zandt <br />as First Alternate Member of the Planning Commission. VOTE: 5:0. <br />M/S/P, Conlin/Jolmson, To grant Laurie McGinnis a requested leave of absence from the <br />Planning Commission until she completes her Masters Degree in June 2006. M/S/P, <br />DeLapp/Smith To amend to direct staff to ask Kathy Sedro to fill Laurie McGinnis' place on <br />Lake Elmo City Council Minutes of January 17, 2006 <br />
