Lake Elmo <br />Agenda Section: Planning, Land Use and Zoning <br />No. 9A <br />City Council <br />January 3, 2006 <br />Agenda Item: Comprehensive Plan Amendment - Trails Guide Plan <br />Background Information for January 3, 2006: <br />On December 12, 2005 the Planning Commission considered the revisions to the Trail Plan prepared by the <br />Park Commission an its consultant (Dated November 29, 2005) and adopted a Motion (7-2, Schneider and <br />Lyzenga opposed) to recommend adoption of the Plan as an element of the Lake Elmo Comprehensive Plan. <br />The Plan had first been presented to the Planning Commission and a Public Hearing conducted by the <br />Commission on July 11, 2005. Work by the Park Commission on the Plan was initiated in mid-2004 <br />responsive to the 2004-2008 Capital Improvements Program, which included the Plan as a work item for <br />2004. <br />The two commissioners voting in opposition to the Trail Guide Plan were either opposed to City trails and <br />the Plan in general as being unnecessary; and/or, the Plan being too invasive on property rights - <br />particularly where the Plan suggests a need to convert some existing private (HOA) trails to public trails. <br />Consideration for adoption of this document as an official Comprehensive Plan element is respectfully <br />requested.
