DRAFT <br />M/S/P Roth, Deziel Recommendation to the City Council with the suggestion that the City <br />consider fewer transitions from off -road to on -road trails where possible. Motion passed 6-1- <br />2:Scluieider:Abstain—Lyzenga, Ptacek. <br />Commissioner Schneider asked where was the goundswell support for this trail plan. <br />Variance Update: 1094132"d Street North <br />The applicants have reque ed that their application for a variance for the parcel located at 10941 <br />32"d Street North be placedIlon hold." <br />M/S/P Deziel, Helwig To tale the Hutton application off the table, VOTE 9-0. <br />The City Planner explained th's concept is "on hold" and will not comply to the 60 day rule and <br />he recommended a motion to Aeny with findings consistant with staff report. <br />Commissioner Sedro asked <br />submit a specific request to <br />Commissioner Deziel agreed <br />showed up at the meeting. <br />M/S/P Deziel, Roth To recomme <br />stated in the staff report. VOTE: <br />the applicants would have to do differently. He <br />said it was not his intent to open u discussion on the Comprehesnive Plan That hearing will <br />take place on December 19 at 6:0 p.m. until 7 p.m. because the Parks Commission has a <br />meeting at 7 p.m. The Planner haj ded out materials addressing the proposed amendments. <br />Planner Dillerud said he will draftla statement reference resolution and concept that does not <br />intend to be a penalty, we will m e every effort to comply with it. <br />Commissioner Sedro asked wheth r these different clauses behnd schedulee 2030 remain the <br />same populaiton and rees. The Ph er explained wifs are not negotiable. The Planner said if <br />we do not meet our fomula, we arc required to increase the density and this is what he does not <br />like. Dillerud said Lake Elmo is th first City to be required to do this. <br />Commissioner Sedro asked if the s hedule laid out,. severe enough, is it likely we would have <br />to accept developments we don't like. Dille answered he didn't think so. He said one <br />advantage we are a high demand cause we are so close to the core city.
