MEMO <br />(December 8, 2005 for the Meeting of December 1.2, 2005) <br />To: Lake Elmo aiming Commission <br />From: u erud <br />Subject:Comprehensive Trail Guide Plan <br />The Lake Elmo Park Commission, following months of work with its consultant (SEH), <br />presented a proposed Trails System Plan to the Planning Commission as a <br />Comprehensive Plan Amendment in July, 2005. As required by State Statute the Planning <br />Commission conducted a Public Hearing on the proposed Plan Element on July 11, 2005. <br />At the conclusion of the Public Hearing the Planning Commission tabled consideration of <br />the Plan Element pending a Workshop with the Parks Commission. The Workshop was <br />held on August 9, 2005. <br />Following the Hearing and Workshop the Park Commission has worked with its <br />consultant to address many of the issues raised by the Public and the Planning <br />Commission. Beyond a collection of editorial modifications the Commission directed and <br />the consultant has accomplished the following modifications to the Plan Element Hearing <br />draft which are incorporated in the November 29, 2005 Plan Element draft enclosed <br />herewith: <br />1. The title of the document has been modified to "Comprehensive Trail Guide <br />Plan" (from "Trails System Master Plan"). The purpose of the modified document <br />name is to communicate that the document is not a "cast in stone" implementation <br />piece, but rather a guide subject to future details as to precise locations etc. <br />2. The section "What is a Comprehensive Trail Guide Plan?" (Page 4) has been <br />added for similar reasons as 01 above. <br />3. A section has been added clearly distinguishing "Route" from "Trail" (Page 17) , <br />and the map legends have been modified to that end as well. <br />4. The Legion Lane route has been moved west to the Legion Avenue (extended) <br />center line and then east (as a trail) to connect with the existing Heritage corridor <br />in response to the issues raised by Legion Lane residents at the Hearing — and <br />elsewhere. <br />5. Trails through Sunfish Park have been eliminated. Designated trails do terminate <br />at the Park in three locations, but trail character changes at those entrance points <br />(no longer a paved trail) and bikes of any type remain prohibited within the park. <br />6. The earlier "Draft Trail Plan" maps remain in the Appendix section, but are <br />labeled in the Legends differently to (hopefully) distinguish them from the maps <br />in the Plan main body. <br />7.
