Trail Plan Consultant Glen <br />ALSO PRESENT: Mayor <br />VanWormer. <br />,Agenda <br />M/S/P Ames/Nalipinski to approve the Agenda as published, 9: <br />minutes <br />No prior meeting Minutes were presented for approval. <br />Trails System Guide Plan <br />Consultant VanWormer presented. the Commission a revised Plan draft incorporating the revisions <br />that had been previously directed by the Commission. The primary revisions included the following: <br />1. Elimination of a designated System trail though Sunfish Park. <br />2. Relocation of the Legion route luck from 20"' 30 Street to Street to center on Legion north <br />h <br />from 20111 to the vacant parcel north of 251b Street Nort. <br />3. Text and map legend clarification of the terms/symbols related to on -road and off -road trails. <br />4. Text additions related to accommodating the County and Metropolitan Council Regional <br />Trail route from Big Marina Park through Lake Elmo to the Lake Elmo Regional Park <br />Reserve. <br />ibing the purpose and function of a "Trails Guide Plan. <br />5. Additional text clearly descr <br />Several Commissioners noted that horses are now permitted at ceitain times of the year on all public <br />trails and in Sunfish Park. The consultant was advised by Commission consensus to modify Plan text <br />to so specify. <br />Commissioner Larson asked whether the Plan. provides enough means and flexibility to allow the <br />blic and private trails <br />City and neighborhoods to protect�vate trails signage acid szunilar means me is a mix of ight <br />safety be required o preserve <br />within the neighborhood. He suggested <br />safety and resident security in those instances. <br />Mr. VanWormer and the City Planner suggested that sufficient flexibility to address those concerns is <br />implied in the Plan such that detail matters of this nature can be addressed on a case -by -case basis in <br />the future. <br />Commissioner Steele observed that the words "should", "could", "would" and "wile' appear o be <br />used interchangeably in the Plan text. He suggested that the text should be carefully analyzed, to <br />assure the proper words are used based on the context of the subject matter addressed. <br />Cormnissioner Steele suggested a need to paginate the Appendix of the Plan. <br />earinin the Appendix still appeared to conflict <br />Administrator Rafferty observed thest the <br />tha maps as he undersood the pu po e of the Appendix maps, the <br />with the maps in the Plan.
