Districts and Land Use <br />The plan recommends locating civic districts close to the center of the Old Village, to <br />provide equally good access form existing and developing portions of the community. <br />North of Stillwater Boulevard, the plan calls for a new City Hall and Library complex in <br />the Municipal District, fronted on the road by a symbolic "village Green" and on axis with <br />Lake Elmo Avenue as one approaches from the south. . <br />Abutting the Municipal District immediately to the west is the proposed Institutional <br />District, encompassing the existing school site with potential expansion room to the west <br />or north. The long-range realignment of Lake Elmo Avenue will allow western expansion <br />of this precinct. <br />To the east of the core, south of Stillwater Boulevard, the plan proposes a new <br />Family/Recreational District, which would include and new Service Center and YMCA. <br />Easily accessed from larger communities to the east, such as Stillwater and Oak Park <br />Heights, the suggested site would front onto Stillwater Boulevard and extend to the <br />south, connection to existing city parks. <br />The Historic District includes Lake Elmo Avenue south of Stillwater Boulevard and the <br />buildings in the immediate vicinity. A mix of uses and building types characterizes the <br />street, but with sensitive restoration and infiil strategies, it has the potential to become a <br />memorable urban space that would reinforce new mixed -use development along <br />Stillwater Boulevard. <br />Beyond the proposed civic districts are the proposed new neighborhoods, each with .a <br />focal point or neighborhood amenity that ties directly back into the Old Village via "green <br />streets" or other pedestrian and bicycle -friendly routes. While the new neighborhoods <br />will be developed privately, guidelines will promote a development pattern that strongly <br />recalls the scale and texture of the historic core. <br />➢11A.Z] <br />
