(Motion passed <br />4-0: DeLapp said he has to be consistent with the last two votes.) <br />B. Letter of Credit Escrow Reduction — The Sanctuary of Lake Elmo <br />The City Planner reported the developers have competed all of the underground pipe <br />work on this project, inspected by the City, but completed entirely at the developer's risk. <br />They are requesting a reduction of Development Agreement security to reflect the value <br />of the completed work. The City Engineer has certified a new development security <br />requirement of $1,538,750 as 125% of the work remaining by the developer. The <br />grading and erosion control inspection and security are handled separately by the Browns <br />Creek Watershed District. <br />M/S/P Johnson/Smith — to approve reduction of the required development security for the <br />Sanctuary of Lake Elmo to $1,538,750, as recommended by the City Engineer, per his <br />February 17, 2006 Memo, to reflect the value of improvements competed to date. <br />(Motion passed 4-0.) <br />11. CITY COUNCIL REPORTS: <br />Council member Conlin provided a copy of the Stemwinder, a 3M newspaper, which has <br />a picture of Mayor Johnston shaking President Bush's hand with big smiles on their <br />faces. <br />Council member DeLapp said we are getting ready to have a workshop with the Met <br />Council and we should make people aware of this meeting because the Comp Plan affects <br />the entire City. Representatives from Baytown, West Lakeland, should be invited <br />because everyone is affected by this decision.
