There would probably be 3 <br />to 4 stop signs installed in the future. <br />Council member Smith stated this would alleviate the traffic off of 50°i street to get onto <br />Hwy 5. This route is for people in the neighborhoods to get out. <br />C. Resolution No. 2006-021:Autorize Feasibility Report Manning Avenue <br />Improvements at TH36 <br />The City Engineer reported with the approval of the Sanctuary subdivision last fall, the <br />intersection of TFI36 and Manning Avenue will need upgrading. Although it is possible <br />to simply pave the gravel section of Manning Avenue between Sanctuary and TH36, the <br />staff did not feel this is in the best long term interest of the City. <br />M/S/P Johnson/Conlin — to approve the Resolution No. 2006-021, A Resolution <br />Authorizing the Preparation of a Feasibility Report for Manning Avenue Improvements <br />from TH36 to the Sanctuary subdivision. (Motion passed 3-1: DeLapp stated it is areal <br />loss for this country road to be turned into a treeless freeway and didn't consider it an <br />improvement.) <br />Council member DeLapp wanted a smaller road to make it safer. He said this is <br />something Woodbury would do. This is a temporary light... what will this be in 10 years <br />The City Planner said the Inter -Regional Corridor Study was not approved by the six <br />surrounding communities; the plan is just sitting there. <br />10. PLANNING. LAND USE & ZONING: <br />A. Amended Development Agreement -The Sanctuary of Lake Elmo; <br />Resolution No. 2006-022 <br />The City Planner reported the City Attorney prepared a new Paragraph 4.12 for the <br />Sanctuary Development Agreement that establishes an escrow requirement for the <br />developer for what we now assume to be 50% of the enhanced street section costs should <br />the City decide to proceed with the enhanced street section in 2006 as a City project The <br />northerly 700 feet of Manning as it approaches Highway 36 will continue with the simple <br />one lift asphalt mat that the developer has already installed until that decision is rendered <br />by the City Council. <br />The City Planner explained that since this enhanced Manning improvement would be a <br />City project if it proceeds, the City Attorney has advised that the new Paragraph 4.12 <br />must be approved in an amended contract by the City Council. The improvement costs, <br />security requirements and Administrator Fee have been updated to reflect the developers <br />actual improvement cost for that work already completed.
