COUNCIL MEMBER DELAPP COMMENTS ARE IN BOLD <br />DRAFT <br />Council Member DeLapp would like to see the three lots be put into conservation <br />easements, and a copy of the covenants for the landscaping plan, <br />M/S/P Conlin/Smith - to adopt Resolution 2006-037 approving the Final Plat, OP Final <br />Plat and Development Agreement for Discover Crossing, with the additional condition of <br />compliance with the recommendations as determined by the City Forester and approved <br />by the City P1amler. (Motion passed 5-0) <br />A (1). Discover Crossing Letter of Credit Reduction: <br />City Planner recommended the Letter of Credit for Discover Crossing be reduced from <br />$1,811,325.00 to $1,006,075.00„as presented in Memorandum 9A (1). <br />M/S/P Johnson/DeLapp — to approve the Escrow reduction for Discover Crossing from <br />$1,811,325.00 to $1,006,075.00. (Motion passed 5-0) ' <br />B. OP Development Stage Plan / Preliminary Plat AO ON07. Hidden Meadows <br />Resolution 2006-038 <br />City Planner presented the second step of the residential"portion of a 69-, ere portion of <br />Hidden Meadows. The Public Hearing brought s v&��a,i l concerns about several <br />infrastructure design issues and the screening plan clang the east property line. The <br />property abuts to an OP, requiring a 200' buffer, but ca#'be reduced to 100' if the <br />developer proposes a landscape replacemet buffer on a yex round basis. <br />landscaping that will serve as a year round visual buffer'a6ceptable to the City <br />Council Member DeLapp wants"'Resiu'ent" or nothing <br />RPgi¢ertta Joan and Steve Zi man's rci ali" s the development. They are requesting more than <br />a W 100' setback b- I?,ordmance states that a drainfield is a structure and is entitled to a <br />200' buffer zone, and a pave <br />trail are added to that. City Planner clarified that a Pump <br />Station is not a structure. Setback requirements are 50'/200' on -site. <br />City Planner Dillerud stated there are no trail setback requirements, but the trail can be <br />moved. <br />The Ziertrnans would like to know how the size of the wetlands compares to the Fields I <br />development. City Engineer will provide that information to them this week. Developer <br />confirmed that the alternate drainfield is north of the church and is a constructed wetland. <br />He further stated that restriction will be placed on this site to maintain its continued <br />suitability as a back-up location. <br />6 <br />
