COUNCIL MEMBER DELAPP COMMENTS ARE IN BOLD DRAFT <br />The Ziertmaxs would also like to see screening provided to their property line, buffering <br />them the project. City Planner Dillerud stated the City would be receiving the final <br />landscape plan next week. <br />Council Member DeLapp stated that the required trail systems are expected to be <br />integral components of OP development and not tacked on to meet the City Code. <br />1"`rs. Ziertman asked why the trail couldn't be put on the second drainfield site, with a <br />15'-20' watermain easement granted from the developer. The developer agreed that <br />language could be added granting a watermain easement of 10-20 feet to the east. <br />M/S/P Johnson/Conlin - to adopt Resolution 2006-038, approving the OP Development <br />Stage Plan/OP Conditional Use Permit and Preliminary Plat for Hidden Meadows of <br />Lake Elmo per plans staff dated April 13, 2006, with the addition of the following: <br />1) trail setback language be added regarding a watermain easemerii on the easterly side <br />15-20 feet; 2) confirm drainfield setback is to be 100' feet froth property line; 3) provide <br />size and delineation of the alternate drainfield; 4) drainfie1gsetba&J be met; 5) trail <br />setback and screening be reviewed; 6) secondary drainfield have the appropriate <br />easement; 7) a trail and water easement to the secondary drainfield, wtiich will <br />eventually allow the trail system to connect KeaeAvenue to Lake Elmo Avenue. <br />(Motion passed 5-0) ,,w <br />C.
