MINUTES APPROVED AS AMENDED APRIL 18, 2006 <br />M/S/P Johnson/Conlin - to approve the amended Minutes and Structure documentation <br />process as presented to record all City Council and Commission meetings. <br />(Motion passed 4-1: DeLapp-wants history behind rationale on split decisions from <br />Commissions in addition to comprehensive Findings of Fact.) <br />C. Monthly Operating Report: <br />M/S/P Johnson/Conlin— to accept the February 2006 Monthly Operating Report. <br />(Motion passed 5-0) <br />5. FINANCE: <br />A. Annual Audit: <br />Steve McDonald from Abdo, Eick & Meyers presented the audit, which was in <br />compliance with accounting records. <br />M/S/P Conlin/Johnson— to accept the 2005 Annual Financial Report by Abdo, Eick & <br />Meyers. (Motion 5-0) <br />6. NEW BUSINESS: <br />See Consent Agenda 4B <br />7. MAINTENANCE/PARK/FIREBUILDING: <br />A. Update on Building Dept.: Jim McNamara <br />The Building Official reported on the operation of the car wash at the Marathon gas <br />station located at Hwy. 5 and Manning Avenue. Reclamation -type recycling system car <br />wash using four — 500 gallons, filtered and back into use. Meyer Sanitation pumps <br />quarterly with filters cleaned/emptied <br />Building Official McNamara recognized Karl Horning receiving Full Certification as a <br />Building Official. State of MN currently utilizes 2000 ICC and they are updated every 3 <br />years. Revisions of ICC 2003 were never completed by State of MN. ICC 2006 will be <br />the next edition adopted by the State in early 2007. <br />B. Fire Dept Updates: Chief Malmquist Moved to Public Informational Section <br />Fire Chief Malmquist recommended new recruits Matt Mazzara and Kristine Johnson be <br />placed on probation. <br />M/S/P — Johnsou/Smith, to place Matt Mazzara and Kristine Johnson on probation with <br />the Lake Elmo Fire Dept. (Motion passed 5-0) <br />Fire Chief Malmquist recommended that Rick Myran be moved from probation to <br />firefighter status. <br />M/S/P — Jobnson/DeLapp, to place Rick Myran to Firefighter status. (Motion passed 5-0) <br />Update on Firefighter Grant — Fifteen departments in Washington County will participate <br />in the new 800 MHz Program at a shared cost of $1,500,000, but the Federal Assistance <br />Lake Elmo City Council Minutes March 21; 2006 <br />
