• Strong understanding of municipal financing methods. <br />• Understanding of regional agency issues and planning processes. Familiarity with the <br />Comprehensive Plan process. <br />• Background in facility and infrastructure planning and construction. Understanding of historic <br />preservation, landscaping and architectural standards is a plus. <br />• Understanding of plan and zoning activities. <br />• Background in strategic planning and growth management <br />• Experience working with other communities in joint agreements and sharing services. <br />• Understanding of contract administration. <br />Management Capabilities <br />• Be able to work under pressure and within time guidelines. Be conscious of due process. <br />• Be politically aware and place a strong emphasis on Council unification. <br />• Appreciate different philosophies of historic and new development features. <br />Position Priorities <br />• Finalize and develop methods to implement the Old Village Plan development Work <br />cooperatively with the Old Village Commission on downtown development <br />• Explore options for transportation development on Hwy. 5 through the City of Lake Elmo. <br />• Evaluate the city's basic services and develop plans for future services and facilities. <br />• Coordinate the interest of various neighborhoods. <br />• Revise and improve the city's web site. <br />• Establish and formalize Human Resources functions and procedures. <br />• Work closely with the City Council and the city legal advisor on issues of a regional nature. <br />
