APPROVED AS AMENDED SEPTEMBER 19, 2006 <br />(3) Fire Station No. 2 Upgrades: <br />The Fire Chief informed Council that bids were received for upgrades to Fire Station #2, <br />approaching it as a two-part project. The first stage will be the degreasing and painting of <br />the walls. Also, the floors would be cleaned, striped and sealed. <br />The second stage will be the construction of a "day room" in the center stall, <br />improvement of storage space and upgrading the existing office space. The Firefighters <br />have agreed to provide the labor for this project to minimise the costs. There will be <br />expenses for materials, HVAC and some electrical work. <br />Mayor Johnston questioned the need for the second stage improvements. City <br />Administrator Rafferty advised that this building will be usable for another 8-10 years, <br />which warrants at least these minimal improvements to function as a fire station over that <br />time period. Council Member DeLapp said he supported the upgrades, and he <br />appreciated the time and effort the Firefighters were going to provide to completing the <br />improvements. <br />M/S/P DeLapp/Johnston — to award the bid to Volk Contracting in the amount of <br />$8,250.00 for the painting and floor upgrade at Fire Station No. 2. (Motion passed 4-0) <br />Following the motion and vote, the Fire Chief asked for clarification if that included <br />authority for the Fire Department to buy the materials necessary to build the dayroom. It <br />was suggested that it was included in the motion. <br />8. CITY ENGINEER'S REPORT: <br />A. Water Tower Paint Color (verbal): <br />City Engineer Prew requested confirmation from Council regarding the color of the new <br />water tower, bowl, and the lettering. He recommended the bowl color be off-white, to <br />match the pedestal, with maroon lettering to match the Public Works building. <br />Council discussed the various color options. Suggestions included trying to blend the <br />tank into the landscape, the possibility of no lettering on the tower, and asking the <br />community to propose what words/logos (if any) should be on the tank. <br />M/S/P Smith/Johnston — to paint the water tower base and bowl off-white, with burgundy <br />lettering, per the City Engineer's recommendation. <br />(Motion passed 3-1: DeLapp, too plait) <br />B. 28th Street Petition for Street Improvement (verbal): <br />The City received a petition, dated August 24, 2006, signed by the residents on 281b <br />Street, requesting the street be upgraded from gravel to blacktop. <br />Resident Robert Schumacher, 9155 28a' Street, spoke in favor of the upgrade as the <br />streets are being dug up for the water main project. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 5, 2006 <br />
