DRAFT <br />Mayor Johnston called the Council meeting to order at 7:00 p.m. in the Council <br />Chambers. COUNCIL MEMBERS PRESENT: Conlin, DeLapp, Johnson and Smith. <br />STAFF PRESENT: City Administrator Rafferty, City Planner Dillerud, Finance Director <br />Bouthilet, Building Official McNamara (left at 7:45 pm), Fire Chief Malmquist, (left at <br />7:30 p.m.) TKDA Engineer Stempski, City Attorney Filla, and Recording Secretary <br />Freeman. <br />Pledge of Allegiance <br />1. AGENDA: <br />Additions: I IA. Tank Industries and Water Tower — verbal update; I IB Old Village <br />Plans — verbal update; move 7B to 3B (Fire Dept. Update) <br />M/S/P Johnson/Smith — to approve the August 15, 2006, City Council Agenda as <br />amended. (Motion passed 5-0) <br />2. MINUTES: <br />M/S/P Johnson/Smith — to approve the August 2, 2006 tarty Council minutes as <br />amended. (Motion passed 3-0:2 Abstained Johnson and Colin -did not attend meeting) <br />a <br />3. Public Inouiries " <br />David Frosch, 2935 Jonquil Trail, said he is a Lake Elmo,home builder and is requesting <br />clarification of the Sign Ordinar�pe regarding dff site real estate signs. He reported that <br />he had been issued a permit forleveral `Pemporery, off -site signs in the past, but was <br />recently advised by City Sta�hat they would no longer issue any permits for off -site <br />signage based on other sechonSoi the Sign Ordinance. He said that he has seen many <br />off -site real estate signs tlarpughout the City. The Council directed Staff to review Mr. <br />Frosch's concerns and reporrbn off sttesignage to the September 13, 2006, Council <br />Workshop. <br />Nicole Park, 404 Lake Elmo Avenue, introduced herself and announced she would be <br />running for City Council ;hler'goals for the City are to make Lake Elmo more of a <br />destination, and to help establish a Family Center. <br />Susan Dunn, 11018 Upper 33`d Street, reminded the audience about the Budget meeting; <br />the Water Contamination Meeting at Oakland Junior High School on September 14, <br />2006, at 6:00 p.m.; an update is needed on the new water tower being out -of -round and <br />long-term stability; requested information regarding the painting of the older water tower. <br />4. CONSENT AGENDA: <br />A. Resolution No. 2006-079: <br />M/S/P Smith/Johnson — to adopt Resolution No. 2006-079 approving Claim Number 341, <br />342, DD385 through DD847, 29494 through 29504, were used for Staff Payroll dated <br />August 3, 2006; 29505 through 29559, in the total amount of $917,087.81 are hereby <br />approved.
