DRAFT <br />B. Monthly Operating Report: <br />Mayor Johnston requested clarification of the Fiscal Disparities line item in the Report <br />and the 2006 Comprehensive Plan Old Village design costs line item in the Report. <br />Finance Director Bouthilet said Fiscal Disparities are a Metro commercial tax capacity <br />redistribution law, where commercial tax capacity (and, therefore, ad valorem tax <br />revenues) is by legislatively mandated formula moved into a Metro "Pool" from cities <br />with large commercial tax capacity increases, and redistributed from the pool to other <br />Metro cities with little or zero commercial tax capacity increase. Lake Elmo gains a little <br />annual revenue from the Fiscal Disparities Pool annually, which is reflected in the line <br />item noted by Mayor Johnston. <br />Finance Director Bouthilet advised that the Village Area Planner expenditures need to be <br />recoded out of the Planning Department budget and into the Village Area Planning Fund. <br />M/S/P Johnson/Conlin— to accept the July 2006 Monthly <br />(Motion passed 5-0) <br />C. He reminded <br />the audience that heating systems should be checked and repaired prior to winter. Wood <br />burning fireplaces and chimneys should also be inspected and cleaned if necessary. <br />B. Fire Dept Update- Chief Malmquist <br />Fire Chief Malmquist informed Council that the Dept. visited three neighborhoods on <br />National Night Out. He also thanked everyone for supporting the Pancake Breakfast <br />during Huff n'Puff days.
