APPROVED JANUARV .d, 2007 <br />backup were allowed to cover the publication schedule conflicts since the Leader only <br />publishes weekly. <br />The City Attorney stated that for a newspaper to be selected, it must first qualify per State <br />Statutes, and secondly, have a known distribution. That priority is the law, not cost, so <br />the paper does have a monopoly. Alternate newspapers are allowed. <br />M/S Smith/DeLapp (No Vote) — to designate the Lake Elmo Leader as the City's legal <br />newspaper for 2007, and have The Stillwater Gazette and the Oakdale -Lake Elmo <br />Review as backup alternate newspapers. <br />M/S/P Johnston/Johnson — to amend the original motion, deleting the two backup <br />alternate newspapers until additional and sufficient documentation is provided. <br />(Motion passed 4-1: DeLapp) <br />M/S/P Smith/DeLapp — to designate the Lake Elmo Leader as the City's legal newspaper <br />for 2007. (Motion Passed 5-0) <br />C. Designation of Official Depositories for 2007 <br />The Finance Director recommended the designation of the following as official <br />depositories for the City: Lake Elmo Bank, Wachovia Securities, Smith Barney <br />Citigroup, and Northland Securities. <br />M/S/P Johnson/Smith — to designate Lake Elmo Bank, Wachovia Securities, Smith <br />Barney Citigroup, and Northland Securities as Official Depositories for 2007. <br />(Motion Passed 5-0) <br />D. Appointment of City Engineer <br />M/S/P Johnson/DeLapp — to appoint TKDA as the City's Engineering Firm for 2007. <br />(Motion Passed 5-0) <br />E. Appointment of City Attorney (Civil and Criminal) <br />M/S/P Johnson/DeLapp — to appoint Peterson, Fram & Bergman as the City Attorney's <br />for both civil and criminal matters for 2007. (Motion Passed 5-0) <br />F. Appointment of Financial Advisor <br />M/S/P Johnson/DeLapp — to appoint the Northland Public Finance Group, as the City's <br />Financial Advisors for 2007. (Motion Passed 5-0) <br />G. Appointment of Auditing Firm <br />M/S/P Johnson/DeLapp — to appoint Abdo, Eick & Meyers, LLP, as the City's Auditing <br />Firm for 2007.
