APPROVED JANUAR4 .,), 2007 <br />B. Village Area Master Finance Consultant <br />The Project Director reviewed with the City Council issues regarding financing of the <br />Village Project, including such engineering related concerns such as streets, sanitary <br />sewers and water mains. <br />She recommended the City Council conduct a workshop on January 23, 2007, <br />specifically to address issues of financing the Village projects and the need for the City to <br />engage a financial consultant that specializes in development finance mechanisms such as <br />TIF and tax abatement. She pointed out that the financial advisor that would be engaged <br />for the Village work would not be meant to replace the City's existing financial advisor <br />but to focus specifically on Village matters. <br />Council noted that it is critical that all public and private infrastructures including <br />electricity be constructed underground, WiFi be looked at as part of the infrastructure <br />service, and to take an objective approach. <br />M/S/P Smith/Johnson — to authorize the Project Director to proceed with engaging Ehlers <br />& Associates, Inc., Public Financial Advisors, to provide initial financial planning <br />services for the Village Planning. (Motion Passed 5-0) <br />7. MAINTENANCE/PARK/FIRE/BUILDING: None <br />8. CITY ENGINEER'S REPORT: None <br />9. PLANNING, LAND USE & ZONING: <br />A. Request for Deadline Extension of Approval of a Final Plat for Hidden Meadows, <br />LLC <br />Assistant Planner informed the Council that Hidden Meadows 2A Addition has submitted <br />a request for a one-year extension due to economic conditions. The Preliminary Plat has <br />been approved. The City Code provides that a Final Plat must be approved by the City <br />within one year of approval of the Preliminary Plat. <br />Council questioned if the zoning district changes now under consideration would be <br />affected by granting an extension. <br />The City Attorney reported that the Preliminary Plat would be grandfathered in for one <br />year and a final plat for two years. <br />M/S/P Johnson/Park — to grant the Hidden Meadows, LLC a one-year extension of the <br />Final Plat of Hidden Meadows Second Addition, effective January 2, 2007. <br />(Motion Passed 5-0) <br />B. Land Use Planning Team Joint Workshop with Planning Commission and Council <br />The Project Director updated the Council regarding the progress on the new zoning <br />ordinance and development regulations.
