The Project Director recommended that a joint workshop be conducted <br />and to include the Planning Commission, Staff, the City Attorney, and to also invite the <br />public to attend. <br />Council agreed that the Council and the Planning Commission should work more closely <br />together. <br />M/S/P Smith/Johnson — to direct the Project Director to work with the Staff and City <br />Attorney to plan a joint City Council and Planning Commission Workshop on municipal <br />land use planning regulations and practices. The meeting is scheduled for <br />February 1, 2007. (Motion Passed 5-0) <br />10. CITY ATTORNEY'S REPORT: <br />The City Attorney thanked the Council for reappointing his firm to represent the City of <br />Lake Elmo in 2007. <br />11. CITY ADMINISTRATOR'S REPORT: <br />A. Commission Status: <br />City Council had directed Staff at the last Council meeting to review the current <br />commission members at February 6, 2007, meeting. The Planning Secretary provided a <br />summary of the history of the commissions and their attendance records. <br />Council thanked the Planning Secretary for the Attendance Report which detailed the <br />various commissions. They congratulated Mark Deziel on his perfect attendance on the <br />Planning Commission meetings. <br />Council consensus was Committees status be discussed and evaluated at the next Council <br />Workshop to determine which are active versus inactive, and to schedule interviews for <br />current openings prior to the next Council meeting. <br />M/S/P DeLapp/Smith — to reappoint John Ames to the Parks Commission. <br />(Motion Passed 5-0) <br />M/S/P DeLapp/Smith — to change John Booher to a full voting Parks Commission <br />Member. (Motion Passed 5-0) <br />B. Consulting City Planner <br />At a previous meeting, the City Council requested the Interim City Administrator to <br />evaluate the staffing needs required to provide efficient and effective services during the <br />transition. After evaluating the needs over the past weeks it has become clear that the <br />City needs a senior planner, with experience in municipal planning, available to the City <br />on a regular basis is critical to meeting the needs of residents, property owners, and other <br />parties and the Staff. The Assistant Planner, Kelli Matzek, serves a valuable role in <br />providing planning services for the City. Nonetheless, the extent and depth of planning <br />topics in the City requires additional Staff time and more experienced personnel to <br />provide planning services and proactively anticipate planning issues, has experience with <br />LAKE ELMO CITY COUNCIL MINUTES JANUARY 2, 2007 <br />
