PROVED MINUTES: June 19, 2009 <br />Council member Johnson reported that she and Administrator Hoyt attended the <br />workshop entitled Public Health Response to Perflurochemical Contamination in <br />Minnesota sponsored by the Minnesota Department of Health. This workshop was an <br />overview of what the State and Federal agencies are doing regular testing and studying <br />PFCs. <br />Consider accentine a nronosal for financial management services <br />Dave Callister of Ehlers Public Financial Association presented a financial plan which <br />helps the City Council set both operating and capital priorities with using revenue and <br />expenditure data including anticipating the impacts on property taxes and other fees and <br />charges. <br />Council Member DeLapp asked that the rest of the financial study be charged to a <br />development account. <br />Motion: Council Member Johnson moved to limit debate. Council Member Park <br />seconded the motion. The motion passed with Mayor Johnston, Council Members <br />Johnson, Park, and Smith voting in favor; Council Member DeLapp voting against the <br />motion. <br />Motion: Council Member Johnson moved to accept the not to exceed proposal for <br />financial management services from Ehlers and Associates, Inc, for $15, 000. Council <br />Member Park seconded the motion. The motion passed with Mayor Johnston, Council <br />Members Johnson, Park, and Smith voting in favor; Council member DeLapp voting <br />against the motion. <br />Consider authorizing the search for filling the position of planning director <br />Administrator Hoyt requested the Council to authorize proceeding with the search <br />process for filling the position of planning director that has been temporarily filled by <br />Consulting Planner Ben Gozola. A job description for planning director was provided for <br />Council review. <br />Motion: Council Member Johnson moved to authorize the search process.for the vacant <br />position ofplanning director. Mayor Johnston seconded the motion. The motion passed <br />unanimously. <br />REPORTS AND ANNOUNCEMENTS <br />Council Member DeLapp reported the Washington County Board held its annual meeting <br />with the Metropolitan Council and County Planner Ann Terwedo will be working with <br />Jane Harper on putting together their comprehensive plan. He stated he had sent a letter <br />to Tom Weaver, Met Council, regarding the need for sustainable city design as a <br />fundamental component of the next round of comprehensive plan development. <br />Discussion on Sustainable Development will be added to a flrture workshop agenda. <br />Lake Elmo City Council Minutes <br />June 5, 2007 4 <br />
