The motion passed <br />unanimously. <br />Consider Resolution No. 2007-042 establishing a lateral water main and connection <br />charges with a payback period and interest rate for the water system interconnection <br />project phase I/II projects <br />Assistant City Engineer Stempski requested council to approve a resolution establishing <br />lateral water main benefit charge and connection charge payback period of 5 years at an <br />interest rate of 5,75% for the water main interconnect phase I and II projects. All <br />residents shall pay the meter charge of $400 up front at the time of the plumbing permit. <br />Motion: Council Member Smith moved to approve Resolution No. 2007-042 to establish <br />a lateral water main benefit charge and connection charge paybackperiod of 5 years at <br />an interest rate of 5.75% to all properties adjacent to the water main interconnect phase <br />I and II projects. Council Member Johnson seconded the motion. The motion passed <br />unanimously. <br />Public meeting information on the Part 1 wellhead protection plan <br />City Engineer Griffin explained this is a public information meeting, required by state <br />statutes, regarding the Wellhead Protection Plan (WHP) Part 1, as prepared and approved <br />by the Minnesota Department of Health (MDH). <br />Jim Blackford, 9765 45th Street, pointed out he was told by the State that the <br />contamination from the Washington County Landfill would never get to his property, but <br />now contamination has reach his property and has been found on the western side of <br />Kindred Way. In his opinion, he thought there was a need for a survey of all the wells in <br />the city and far more rigorous steps to eliminate the source of pollutants. <br />Information on the Minnesota Pollution Control Agency (PCA) and the 3M Company <br />consent agreement from May 22, 2007 <br />Administrator Hoyt and Minnesota Department of Health summarized the negotiated <br />consent agreement between the Minnesota Pollution Control Agency (PCA) and 3M to <br />remediate PFC's in Washington County. Mr. Kelly of the Minnesota Department of <br />Health updated the council on the current status of wells and water in the city. He <br />informed the public that well testing kits are available to property owners at the cost of <br />$380 from the Washington County Public Health Dept. <br />Jim Blackford, 9765 45`h Street, handed out an article entitled "Dig It Up" and stated in <br />his opinion he thought it was time for a new vision... dig up the landfill and utilize the <br />process that exists to remediate the entire area. <br />Lake Elmo City Council Minutes <br />June 5, 2007 <br />
