for the City to allow only one resident to be given special exception and allowed to attend <br />a non public meeting. <br />Council Members Smith and Park expressed their general concurrence with this <br />reasoning. <br />Council Member DeLapp commented that Todd Williams is an informed and long time <br />committed volunteer, whose services should be used wherever possible. Council Member <br />DeLapp said other interested citizens could apply for the opportunity to be permitted to <br />attend these non public meetings. For the purposes of discussion, Council Member <br />DeLapp made a motion. <br />Motion: Council Member DeLapp moved to deny Todd Williams to attend and to observe <br />the three agency meetings that are not public but are part of the Village AUAR process. <br />Mayor Johnston seconded the motion. Mayor Johnston and Council Members Johnson, <br />Parks and Smith voted in favor and Council Member DeLapp voted against. <br />Consider adoption of the proposed 2008 General Fund Budget and Property Tax Levy <br />Finance Director Tom Bouthilet presented the General Fund Budget and asked the City <br />Couucil to adopt the proposed 2008 budget and 2007 levy payable in 2008 in the amount <br />of a total tax levy of $2,598,000. <br />Motion: Council Member Johnson moved to adopt Resolution no. 2007-061 approving <br />the 2007 Tax Levy of $2, 598, 000 collectible in 2008 and the 2008 proposed budget as <br />presented. Council Member Park seconded the motion. The motion passed unanimously. <br />Consider scheduling the Truth n'Taxation Hearing Dates <br />Finance Director Tom Bouthilet reported the City Council is being asked to adopt a <br />resolution approving the Truth n'Taxation public hearing dates for the 2007 tax levy <br />(payable in 2009) and the 2009 General Fund Budget. <br />Motion: Council Member DeLapp moved to adopt Resolution no. 2007-062 setting the <br />Truth n' Taxation public hearing date(s) for the 2007 Tax Levy on December 3'd at 7: 00 <br />p.m. and a continuation hearing date on December 101h at 5: 30 p. m. if necessary. <br />Council Member Smith seconded the motion. The motion passed unanimously. <br />Request to prepare and distribute request for qualifications for transportation planning <br />Administrator Hoyt reported the City Council is being asked to authorize the city <br />administrator to issue a Request for Qualifications (RFQ) to five engineering firms for <br />the preparation of the City comprehensive transportation plan.
